Soviets had plans to invade Europe with nukes.

Soviets would first launch nukes then Soviet troops would have to push on with the aftermath.

Not just cities being radiation wastelands but also how they did not give a shit about their troops who will be exposed to radiation.

Plan got shelved because it was not practical.

The main issue is keeping stuff on hair trigger (to do short - intermediate range first strike or tactical strikes)....makes those warheads very detectable and vulnerable to a first strike themselves.

That costs lot of money to mitigate against (and retain CnC reliability + safety over them)...even the Soviets (at their prime) didn't have the resources for it.

Part of the reason Reagan admin was able to tip the Soviets over fiscally by ramping up their own "hair trigger" european-based tactical and IRBM presence.....it was in effect the quickest way to deploy American economic superiority into a very realised potent force concentration that the Soviets didnt have the resources to respond to ( that were draining in AFG already and with the "Star Wars" program on the horizon to nullify strategic NW....on top of the internal economic stagnation and recessions).
