We are far still from target goal of MEF moreover we want optimum result for our modernisation, too many holes within ourself to be called a proper defenceBut looking for our situation today, the Air Force need major revamp, upgrade and expansion especially for their strike/fighter fleets in which mostly low in number, has obsolote technology and to keep up in training and organizational development structure to cope with the already huge challenge they had.
Most people doesn't see our Air Force is one of the most weakest link to protect our sovereignty and territorial rights or claims. With only 16 Flanker, 33 Falcon and around 22 to 23 Hawk 209 along with 13 T/A 50 which able to be Armed with some air to air missiles (mostly sidewinder and Flanker with Russian stuff in which i hope they are yet to be expired) to protect and cover around five million square kilometer is a daunting task. Beside that, the Air Force also needed more CSAR config helicopters, air refueling tanker, AEW aircraft, more ground based radar interception, and even strategic level MPA/ASW aircraft to be working together with the navy.
For country as large as Indonesia (in term of economy, population and even territorial) even to have twenty fighter squadron (around 320 fighter aircraft) is not enough to provide minimum protection needed.

If things turned shit backthen over East Timor crisis, RAAF planned to bomb Jakarta, possibly to target vital objects in Capital & Java thus paralyse the chain of command. Indonesia needs to do its howework to establish a credible defence posture especially in Air and Naval sectors
It's too far ahead if we want to reach parity with RAAF or RSAF however they are fine model for TNI-AU on shaping decent Air Force should be, it's not that i oppose Rafale and F-15 procurement but those two come at my surprise since all these years we're expceting F-16V.At the time the only thing which can intercept F111 advark in most of scenario (including high altitude bombing ) is F-16 ocu, the rest of Indonesian fleet at the time is consisted of F5 Tiger, Hawk MK 209/109 (in which many still at delivery process) and A4 skyhawk in which all of them is only being Armed with short range AA missiles like sidewinder. Meanwhile our Navy still consisted of archaic gunboat /torpedo/ASW warships just like the Tribal class, Parchim class, Claude jones class, and the most advanced ones is the Van Speijk class and Fatahillah class in which neither of them being Armed with decent Air defense system.
Fast forward around twenty five years to the future, Indonesian Air Force only adding some number of Su27/30 fighter, F-16 C/D, T/A 50 and now only recently adding a decent number of Rafale fighter.
While in the region Australia Air Force already going Gung ho with four squadron of F35 fighter, a squadron of Growler and a number of Super Hornet, that's too with the intention to bolster the number with loyal wingman program. Singapore already fielding a decent number of 4++ generation fighter aircraft (64 F-16 block 52 along with 42 F15 SK). The Malaysia with at least 8 Legacy Hornet and 18 Su 30 MKM. Indonesian Air Force at least needed to have some parity of forces against all of her closest neighbor (that's including Australia, Malaysia, Philippines and Singapore) at the same time in which needed to bolster Indonesian air power deterrence, increasing leverage and bargaining chip at any would be potential conflict over maritime dispute and also to save guard Indonesian territorial rights and claims.
Today MoD are full of surprisesthose two come at my surprise since all these years we're expceting F-16V.
