I think it's 4 systems with 3 Ankas each.
There was similar confusion about the deal with Tunisia.
It was widely reported by most news agencies that they bought 3 ANKA UCAVs for $80 millions.
However, one important detail was left out. They also bought 3 ground control system. (Which quite weird because you don't buy ground control system per each aircraft)
Thus, I deduced they actually bought 3 ANKA systems. (9 aircrafts)
Otherwise, each ANKA UCAV costing $25 millions (in both deals, Tunisian and Indonesian) sounds unrealistic to me. Specially considering US MQ-1 predator UCAV cost only $7 millions each.
Anyway, this is just my opinion only.
And I am probbaly wrong. There could be lot more we don't know anout.
