The only way forward is for Türkiye to set up some type of government and all the institutions accompanying it.
The reason why the YPG was able to last as long as it did was because of state-building; Türkiye needed to copy the YPG and start to build institutions from scratch.
Neither Assad nor the YPG will give Türkiye what it wants, so the only way forward is a frozen conflict-like situation, much like Cyprus.
Türkiye may need to get more hands-on and de facto annex the entire area for a time then slowly give power back to the Syrian population of the area.
TR will also have to disarm some of the militias and some of the leaders should be arrested, there are many grievances between the different groups and from the civilians they rule. But a potentially military confrontation with SNA or HTS might incite an insurgency against TR.
So TR doesn't get involved and as a result there is no local government or institution. Any local institutions that were beginning were ended by the militias, only might makes right. For example attacks against local courthouses, murder etc. The leader of Suleiman Shah for example was convicted by Syrian Interim Government courts but the decision couldn't even be implemented because of the military forces he controls.

This Abu Amsha regularly goes to Turkiye, he has bought citizenship. He also allied his faction with HTS, which is currently consuming SNA territory.

The US knows this and it is part of their strategy in Syria to consolidate. That is why it is working for them.
