currently all of the developers are bound to MTCR, except China which doesn't have many allies to sell such a weapon.
Brahmos has been brought up a few times in last couple Indonesian high level visits to India.
In fact export to Philippines looks like it was all set to be completed till they hit funding issue on their side (disappointingly):

If it can be done for PH, I see no reason INA would be some obstacle especially given INA is also better funded and ambitious to its needs....and IND-INA relations are strengthening and expanding in general with time.
Ofc given MTCR this would be the <300 km range (this was in fact what India was also restricted to by way of Russian export+JV control when India was not yet MTCR member), but in interim that is good start for INA to have I would say...especially to cover its crucial straits from land (shore based platform), and integrate into naval platforms too...and develop+deploy the requisite C4I sensoring+networking and the doctrine, experience etc in meantime.

And also Russians want to just refill yakhont orders to these existing inventories so it gives them some extra cash and the missile is cheaper too. Most importantly, the previously used Russian booster and seeker of the Brahmos have been changed to Indian ones taking the Indian content of Brahmos to well over 75% and they're all entirely produced in India. The current production batch that are being received by the armed forces have a range of 450-500km. There are plans to upgrade the current inventory of surface and sea attack versions to 800km, the air launched version to 650km and there is a 1500km ranged variant under development. Additionally, the Brahmos-NG which is a smaller and lighter air launched variant will soon be integrated on all IAF fighter jets. There is also a hypersonic variant in the pipework but that might take a lil longer until the hypersonic tech achieves maturity.Yakhont is difficult to integrate in TNI AL platforms. They have to buy whole dedicated system like ships and radar helo to make it effective. Modified ships will not do.
Brahmos in the other hand has a version designed to be launched from Sukhoi MKI. Which is similar with our sukhoi. So I guess integration is easier.
Also given future acquisition plan on AU. IMO it is better for the Sukhoi sku to shift back to a2g warfare. Esp if they have special skill on anti-ship or precision strike. No more taking role on CAP and intercept mission.
