The Russian weaponry is comparable with the Chinese so we need some technical edge to defend the superiority in IOR

Agree but not unless we have considerable numbers. With the current economic situation, I doubt it'd be similar to IAF's Rafale numbers if we ever go ahead

Naval Rafales are great but too costly

If IAF goes for additional Rafales...maybe another batch of 36, IN could go for Rafale-M's and opt for local production

and maybe we will have integration problems with American surveillance platforms

Should be able to work with the French and Yanks to optimize integration even though it wouldn't be on par with F-18s. That's still a better option to maintain uniformity and commonality among our fleets instead of adding a whole new jet which requires new workshops, maintenance facilities, dealing with another country for spares, training etc. Also, we've seen how Turkey was kicked outta the F-35 project for procuring the S-400. If we ever go against American interests, particularly our weapons systems are primarily Russia including the upcoming S-400 and signing of CAATSA...there's a high possibility for the Yanks to stop our supplies

my only point is American platforms are refined platforms even if we get water down F-18 they will still be far better then anything Chinese have, 57 F 18s with some growler configuration will give enough breather to Navy to work on future indigenous fighters

Diverting funds to F-18s will significantly delay TEDBF and might even kill the whole project. Even if TEDBF sees light, that'll be another 15 years where 4th gen fighters will become obsolete. The current Mig29s should suffice for the foreseeable future. IN has been inducting indigenous naval platforms over the last two decades and that should set an example for the other two. If we keep inducting foreign weapons, our indigenous defence industry can never take off

Navy is really good in the procurement process if the F-18 meets the Naval requirements ( 2-3 years we will start getting them) then it will bring the strategic edge in IOR

IN is indeed the best when it comes to procurements but you're being way too optimistic with your timelines. There'd be political opposition and with MII/Atmanirbhar...GoI might want to include ToT & localized production which'll further complicate the procurement process
