NEW DELHI: To deal with China, you must stay firm and strong, says Professor Tomohiko Taniguchi, Special Advisor to Japanese Prime Minister Shinzō Abe's Cabinet, adding that "isolation is an invitation for aggression." Speaking to StratNews Global Associate Editor Amitabh P. Revi, on Abe's legacy after he stepped down on August 28 with recurring health issues, the PM's foreign policy speech writer says, Abe's speech to India's parliament in his first tenure (2006-'07) on the "confluence of the two seas" was the "genesis of the Indo-Pacific concept" which the PM further invested in his second term (2012-2020) as the "Quad, that's gaining strength year after year".

Rough Time stamps for:

Quad analysis summary = 12.00-20.00

Dealing with China (US perspective incl mention of Galwan, SCS, Tibetans, Uighurs, HK) = 20.00 - 27.00

Few more questions and closing remarks after that...

Lot of the cutting edge stuff, esp C4I related is western origin or heavily influenced lately. Over time this will expand downwards to specific end use technologies etc...this century will see transition of India from Russian kit to more western/local kit....Russia/USSR is just no longer geopolitically aligned with India as it was in the cold war (esp latter half).

For now regular cross-familiarity training/exercises provides solid interaction base for building up knowledge of each others doctrines and tactical approaches etc using the equipment-base at hand...this can also always be expanded with time as the common threat increases.

The comms and logistics agreements signed will augment this too.

Eye on China: India, Japan sign mutual military logistics pact
TNN & Agencies | Updated: Sep 10, 2020, 13:50 IST

NEW DELHI: India has signed a mutual logistics support arrangement (MLSA) with Japan, with an eye firmly on China’s expansionist behaviour in the Indo-Pacific and beyond.

The pact was signed by defence secretary Ajay Kumar and Japanese ambassador Suzuki Satoshi, a defence ministry spokesperson said.

The agreement provides for creation of an enabling framework for closer cooperation, interoperability and use of each other's military facilities by the armed forces of the two countries, the official said.

"The agreement establishes the enabling framework for closer cooperation between the armed forces of India and Japan in reciprocal provision of supplies and services while engaged in bilateral training activities," he said.

India has signed similar agreements with the US, France, South Korea, Singapore and Australia.

The Logistics Exchange Memorandum of Agreement (LEMOA) inked with the US in 2016 gives India refueling facilities and access to American bases in Djibouti, Diego Garcia, Guam and Subic Bay.

The one inked with France in 2018, in turn, also extends the Indian Navy’s reach in south-western IOR due to French bases in the Reunion Islands near Madagascar and Djibouti on the Horn of Africa.

The MLSA with Australia will help us to extend the reach of our warships in southern IOR as well as the Western Pacific region.

The pacts are crucial for India in the backdrop of China fast expanding its strategic footprint in the IOR after its first overseas military base at Djibouti became operational in August 2017.

China, of course, also has access to Karachi and Gwadar ports in Pakistan for turnaround facilities for its submarines and warships. It is also trying for military bases in Cambodia, Vanuatu and other countries to further consolidate its presence in the Indo-Pacific.

Closer to India, China has six to eight warships deployed in the IOR at any given time. Furiously modernizing its naval forces, from long-range nuclear ballistic missiles and anti-ship cruise missiles to submarines and aircraft carriers, China has commissioned well over 80 warships in the last six years.

At Pacific Nations' Meet, India Talks Of Sovereignty, Dispute Resolution
S Jaishankar said India remains committed to "upholding the rules-based international order"

New Delhi:
Foreign minister S Jaishankar today underscored India's commitment to "rules-based international order, territorial integrity, sovereignty and peaceful resolution of disputes" at the meeting of Quad -- four major Indo-Pacific democracies of India, the US, Japan and Australia. In the backdrop of the border dispute with China and the southeast Asian giant's aggressive military behaviour in the Indo-Pacific and the South China Sea, the four nations re-affirmed the importance of maintaining a free, open and inclusive Indo-Pacific.

India, the minister said, remains committed to "upholding the rules-based international order, underpinned by the rule of law, transparency, freedom of navigation in the international seas, respect for territorial integrity and sovereignty and peaceful resolution of disputes".

"Our objective remains advancing the security and the economic interests of all countries having legitimate and vital interests in the region," Mr Jaishankar said at the meeting in Tokyo.

In today's meeting, the four nations agreed to step up coordination in creating a free and open Indo-Pacific. The meet, hosted by Japanese Prime Minister Yoshihide Suga, was also attended by US Secretary of State Mike Pompeo and Australian Foreign Minister Marise Payne.

Mr Pompeo took a hard line on China, asking the Asian allies to unite against Beijing's "exploitation, corruption and coercion" in the region.

It is "more critical now than ever that we collaborate to protect our people and partners from the CCP's (Chinese Communist Party) exploitation, corruption and coercion", he added, citing China's actions in South and East China Seas, Hong Kong Himalayas, the Taiwan strait... these are just a few examples," he added.

This is the second meeting of the Quad, formed in 2017 to cooperate on economic and regional security issues -- which are topped by China's growing belligerence in the region. The grouping has been denounced by China as one that hampers its growth.

For years, China has been involved in territorial disputes in the resource-rich South and East China Seas – an area said to have abundant reserves of minerals, oil and other natural resources.

I would argue for Rafale-M, to make full use of logistics, integration, experience building etc....and weapons package we are acquiring and will mature with air force version.
