Usually when a warship is not in active duty (moored in naval base, the crews is on leave) are they still combat ready? Does their CIC still function and ready to intercept incoming missiles anytime?
And what about our Navy?

Naval base supposed to be a safe heaven to rest and replenish, naval base suppose to protect warships, not the other way around.

Some countries keep a whole crew active in the ship ready to depart, the command room and radars, except the navigational one, is rarely left actively while she is in the home-port.
Some countries leave a core crew in the ship, while letting others go home,or rest in housing given to them in the base.
Some other countries leave the ship at the pier and lock it down like a house at night after 5pm, leaving only a firefighting team present in or around the ship.

It is like the fighter jets; FACs assigned to hot areas are usually kept "warmed up" to quickly response with idling engines, FIB/FIC usually stays ready to run, frigates often turn their engines and generators off at the home-port and connect to electrical grid to supply for crew or give a housing for the crew.

But there is no fighter squadron that is assigned to protect Surabaya naval base right? Nor capable SAM batteries.

I forgot that the radar, cms etc need electricity to operates.

they should add quad ion thruster or ducted rotor so it can fly , don't forget the cutting edge advanced camouflaging system . View attachment 22801
Already replaced with Stark Industries Repulsor Thruster

NOPE
Anyway, I used to eat my Soto by the pier side of those ships

Madiun has an airforce base??? Why the hell i have never heard those jets taking off.
Most likely because you were somehow stuck in Jakarta 😛 Happen to most foreigners here, either they were stuck in Jakarta or in Bali, thus their miss perception of Indonesia were largely due to their experience at any of those 2 places, or worse by reading English language news & the dreaded Wikipedia
