Seems to be a terror cell of radicalised Kashmiris (with links to Jaish-E-Muhammad and Al Qaeda/IS and any related handlers/intermediaries/cells in other countries).
Two were picked up in the earlier Faridabad raid and related arrests (that got this last guy to apparently panic and move the explosive material that seems to have accidentally detonated, but the travel pattern of his car is erratic too, so its all just current working theory till more evidence is established):

One apparently left to Afghanistan a couple months back:
Muzaffar Ahmad Rather, older brother of Adeel Ahmad Rather, who is in police custody, left before cops busted what could have been biggest terror attack in India since 1993.

A lot of people "around them" have been detained and are being questioned.
It is ongoing investigation, so we will have to wait for more time for concrete analysis to form.
