The issue is that the US could very well approve the technology transfer, I assume no one asked. Back in the 80's no official denial on the transfer occurred and politics and attitudes at home came into play.

The agreement deals with the transfer of nuclear technology not just us. Its been about 40 years since the Canada class so this may be a better option.
