Government funded Intellectual property and R&D should not be given out for free to non government companies. We should not encourage companies to neglect their own R&D. I hope TÜBITAK at least earns some patent / license fees to fund further development in these kinds of deals.

My 2cents: Iran has their proxies with or without the sanctions. Iran with or without sanctions is not really a threat for Turkey. However economically speaking, lifting the sanctions with help cross border trade and benefit both countries. What happens every time the sanctions against Iran...

I am not so familar with Spains economy, but they had invested a lot in renewable energy which might come handy now. Also Turkey is still stuck with many expensive take it or leave it gas contracts that are very expensive.
