This mirrors my position on the issue closely. A govt can put out warnings/travel bans to conflict zones (i.e its due diligence).....and liability past that is then on the citizens from their end.

It is a harsh lesson for Ukraine (and possibly many more countries in similar situations and context) .....you have to be cautious in how you proceed with strategic sales to very large countries (who have relations with other large countries they will put before you anyway).
