My understanding was that since their requested amount was rejected, they forwarded an amount of 780 million Euros spending and EU has returned the application back to them due to this spending only covering Greece’s self defence and not European interests.
In other words, they have been told, SAFE is not there to defend Greece only. But to defend Europe’s entirety.
