He has not fulfilled the preconditions.
1. Change the constitution, where Karabakh is listed as Armenian
2. Achieve the dissolution of the Minsk Group
3. Open the Zengezur corridor

He wants to do all this, but is afraid of losing power.
Meanwhile, he has little time.
