Armenia might be running out of long range SAM's but certainly not manpads.
MANPADS require in advance preparation.
By the time you spot the aircraft, and turn on the batteries of the MANPAD, SU-25 will be gone.
It requires a dedicated crew to spot the aircraft in advance, so MANPAD crew can prepare to shoot.
Azeri Su-25 use guided bombs that is launched out of range of Armenian air defenses. Laser guidance of the bombs are done with drones or ground based laser designators. Also they usually use night as advantage as it would be much more difficult to spot etc.
