The Federation of Bangladesh Chambers of Commerce & Industries (FBCCI) has invited US entrepreneurs to invest in Bangladesh's ICT sector after Prime Minister Sheikh Hasina declared to establish a dedicated economic zone for the US companies.

The PM made the announcement in New York at US-Bangladesh Business Council meeting organized by the US Chamber of Commerce on September 22, said the apex trade body in a press release Friday.

FBCCI President Md. Jashim Uddin said the USA should take the advantage of investing in Bangladesh, the fastest growing economy in South Asia, regional supply chains and its demographic dividend.

Bangladesh could also benefit from America's expertise in research and service innovation, he said.

The FBCCI President said he expects that the relationship between the USA and Bangladesh will expand beyond the traditional areas and both sides would explore growing prospects in frontier technologies, robotics and block chain, space, bio-health, and others.

"At your request, Bangladesh would be happy to offer a dedicated 'Special Economic Zone' (SEZ) solely for the US investors," the FBCCI quoted the PM as saying.

PM Hasina is currently visiting the USA to attend the 77th United Nations General Assembly.

The PM invited US businesses to invest in Bangladesh specially in 100 'Special Economic Zones' (SEZs), and several Hi-tech Parks.

With more than 600,000 freelancing IT professionals, she said "Bangladesh is the right destination for IT investments. Moreover, availability of young, skilled workers at a competitive wage is an added advantage".

The American Apparel and Footwear Association (AAFA) along with 270 other trade bodies has urged the US Congress to reinstate the Generalised System of Preferences (GSP) for the convenience of American traders.

The GSP supports development by eliminating tariffs and opening the US market to qualifying exports from 119 developing countries, said the AAFA.

The congressional authorisation of the GSP expired on December 31, 2020 for all eligible countries.

As a result, American companies have paid at least $1.4 billion in extra taxes while also dealing with Covid-19 impacts, high freight costs, and supply chain disruptions, said the AAFA.

All of these issues have contributed to the highest US inflation rate recorded in 40 years, the platforms said in a letter sent to the Congress members in May this year.

"The past few years have seen continuing disruption to supply chains, most recently the threat of work stoppages at our nation's ports and along our rail lines," said Steve Lamar, president and CEO of the AAFA, in a statement last Wednesday.

Congress should extend the GSP until January 1, 2027 as proposed in the Senate bill, or beyond, said the AAFA.

Representing over 1,000 brands, retailers and manufacturers, the AAFA is the public policy and political voice of the apparel and footwear industry, its management and shareholders and its 3 million US workers.

It contributes over $350 billion in annual US retail sales.

"Reactivation of the GSP is also our demand so that we can negotiate with the US for reinstatement of the status for our country," said Tapan Kanti Ghosh, senior secretary to the commerce secretary.

Bangladesh will again place the demand for reinstatement of the GSP in an upcoming bilateral Trade and Investment Cooperation Forum Agreement meeting to be held in Washington on the first week of December.

Earlier, the US suspended the GSP status for Bangladesh on June 27, 2013 citing poor working conditions and labour rights.

Before the suspension, Bangladesh used to export goods like dry fish, ceramics and tobacco items worth $24 million to the US under the GSP programme.

Ghosh told The Daily Star that he has already raised the GSP revival issue at a meeting with Christopher Wilson, assistant United States Trade Representative for South and Central Asia.

It was during Wilson's visit to Dhaka in August this year to discuss different trade issues between the US and Bangladesh.

The US is the single largest export destination for Bangladesh.

Most importantly, the shipment of goods, especially garments, has continued to grow even amidst the volatility of the Russia-Ukraine war and pandemic which had disrupted global supply chains.

Exports from Bangladesh to the US registered its highest growth of 49.35 per cent year-on-year in the immediate past fiscal year (July-June) of 2021-22 to $10.41 billion, according to data from the state-owned Export Promotion Bureau.

Of it, some 95 per cent comprised apparel items.

The export of local garment items has been increasing every year in spite of duties of 15.62 per cent on an average.

For instance, in fiscal 2021-22, Bangladesh exported garment items worth $9.01 billion, registering a growth of 51.68 per cent year-on-year, said the EPB data.

In fiscal year 2019-20, Bangladesh exported apparel items worth $5.14 billion, the data said.

Dhaka, 20 October, 2022: On behalf of the United States Air Force, a delegation of 10 members of the ‘Oregon National Guard’ attended a Subject Matter Expert Exchange program at Bangladesh Air Force Base Bangabandhu from October 18, 2022 to October 20, 2022. 21 members of Bangladesh Air Force participated in this event.

The main objective of organizing this three-day Subject Matter Expert Exchange program was to develop bilateral relations through mutual exchange of knowledge and experience between the participating armed forces. The participating members of Bangladesh and the United States exchanged knowledge on various issues related to aviation, aircraft maintenance, airfield safety and operations, flight safety, medical systems etc. After three days of successful discussion, the program on bilateral issues was concluded on 20th October 2022 at 1330 hrs.

US Commercial Service, the trade promotion arm of the US Department of Commerce's International Trade Administration, has opened its office in Dhaka for the first time to facilitate trade services between the two countries.

Commerce Minister Tipu Munshi and Arun Venkataraman, assistant secretary of Commerce for Global Markets and director general of the US and Foreign Commercial Service, jointly inaugurated the new office at an event held in the capital's Pan Pacific Sonargaon on Thursday.

Tipu Munshi said a Trade and Investment Cooperation Forum Agreement (Ticfa) meeting will be held soon to discuss cotton and GSP issues between the two countries.

Arun Venkataraman said the opening of the commercial service office in Dhaka indicates the growing importance of Bangladesh as a trade partner of the United States.

"As the United States and Bangladesh celebrate 50 years of bilateral relations, it is an opportune moment to expand the strong foundation of our bilateral and commercial relationship," he said.

"The new office here in Bangladesh will play an important role in strengthening trade ties between our countries, and how we support US companies doing business in such a dynamic and fast-growing economy. Trade between our two countries accounts for an estimated $10 billion, showcasing the vast existing and potential opportunities in this country," Arun Venkataraman added.

Beginning today, the US Department of Commerce will station a senior Foreign Commercial Service officer at the US Embassy in Dhaka to maximise US export opportunities. The office will work collaboratively with Bangladesh to assist US companies considering their entry or expanding their presence in the Bangladeshi market.

The office will help facilitate one-on-one business counseling, provide tailored export expertise and information on the Bangladeshi market, and work to connect US businesses with potential Bangladeshi partners through business matchmaking and other services.

The US Foreign Commercial Service is the export promotion arm of the International Trade Administration, a bureau of the US Department of Commerce. It has an extensive global network consisting of 122 offices around the world and in over 100 US cities.

Across Asia, it will have a presence in 19 markets, including Bangladesh. 

The International Trade Administration (ITA) at the US Department of Commerce is the premier resource for American companies competing in the global marketplace. ITA has more than 2,200 employees assisting US exporters in more than 100 US cities and 81 markets worldwide.

CHATTOGRAM, November 10, 2022 – From October 17 to November 10, the U.S. Embassy held the second Joint Combined Exchange Training (JCET) exercise of 2022 between U.S. Naval Special Warfare (NSW) and the Bangladesh Navy Special Warfare Diving & Salvage (BN SWADS). The JCET is the latest in a series of initiatives aimed at enhancing the forces’ combat readiness and their ability to respond to maritime threats.

The BN SWADS and NSW trainers undertook a four-week physically demanding training exercise that familiarized participants with patrolling and crisis response tactics. Objectives for the training included fundamentals of underway medical training and boat maintenance, maritime mission planning, vessel boarding search and seizure maneuvering, and maritime communications.

By the end of the course, the 42 participants from BN SWADS expertly navigated their U.S. manufactured Defender and MetalShark patrol boats on the Karnafuli River and Bay of Bengal, demonstrating professionalism and preparedness to defend Bangladesh and promote and protect Bangladesh’s maritime interests.

Since 2009, U.S. Naval Special Warfare sailors and Special Forces soldiers have successfully trained more than 400 BN SWADS sailors through the JCET exercises. Through its partnership with Bangladesh, the United States is committed to enhancing stability in the Indo-Pacific region by promoting security cooperation, encouraging peaceful development, and responding to crises.

The United States (US) is likely to start taking forcibly displaced Rohingyas from Bangladesh to its territory with a few numbers on Thursday.

"In the first phase, they have listed about 62 Rohingyas ... (and) among them, they are likely to take few Rohingyas on 8 December," Foreign Minister Dr AK Abdul Momen told media on Tuesday afternoon

He made the comment after his meeting with visiting US Assistant Secretary for the Bureau of Population, Refugees and Migration Julieta Valls Noyes at Foreign Service Academy here.

"There is nothing to get excited [as US will take few Rohingyas] ... it [the number of Rohingyas] is just a drop in the ocean," Momen said as Bangladesh is hosting over 1.1 million Rohingyas.

Momen said earlier he urged the US to take at least one lakh Rohingyas as the density of people is much lower in US compared to Bangladesh.

However, the foreign minister said, it's a good move as the US is about to start taking Rohingyas and Washington decided to take some Rohingyas from Bangladesh every year.

The government of Bangladesh wants to see a better life for the Rohingyas, he added.

The US assistant secretary thanked the Bangladesh government for its life-saving support for Rohingya and discussed the safe return, livelihood and third-country resettlement of the displaced Myanmar people.

The US assistant secretary arrived here on Saturday on a five-day official tour of Bangladesh to visit Rohingya camps in Cox's Bazar and Bhashanchar.

The assistant secretary is scheduled to leave Bangladesh for Thailand on Wednesday.

I don't think the deal they are talking about is about military hardware or only military hardware.Possibly a greater level defence cooperation that might anger China.

I meant overall any type of deal including GSOMIA.

We shoudnt buy US jets, Eurocanards are the best option. both technically and politically.

Politically choosing string attached American jet is suicide.

Oh no, no,I don't think you can't just lure US into neutral position just buying some jets.

Technically there's no operational Eurocanards that outperform US jets
Actually, I believe it does, when it comes to export you won't even get AIM-120C8/D, never mind AIM 260.
While on the other hand with Eurocanards you will get meteor which is still better than AIM-120D.

And this, in my opinion is a considerable difference.

When Bangladesh is in dire need of foreign investment, FDI inflow from the top investing country the United States halved in January-June 2022 compared to the previous six months – a development that, stakeholders say, is attributable to "a lack of FDI-friendly atmosphere" in the country.

According to a Bangladesh Bank report titled "Foreign Direct Investment and External Debt", the net FDI from the US dropped by 56% to $200.79 million in the first half of the last year from $460.33 million in the previous six months, contributing to a slowdown in FDI inflow in the second half of FY22.

Coincidentally, the dip in FDI inflow has occurred following US sanctions on RAB and seven of its current and former officials on 10 December 2021.

When asked if the fall in FDI from the US is linked to the RAB sanctions, US Ambassador to Bangladesh Peter Haas related the development to the business environment saying, "Bangladesh needs to continue to look at the business environment mainly in the logistics sector, ease of doing business, corruption, and regulations."

Whether foreign companies operating in Bangladesh can repatriate their profits to their native country is becoming increasingly difficult, he pointed out, adding that the more these difficulties companies find in any country the less they will feel inclined to invest there.

The country received a net FDI of $1.67 billion in the January-June period of 2022, 5% down from the previous six months, according to central bank data.

The total net FDI from the US in FY22 was $661.12 million, which was 19.2% of the total FDI inflow to Bangladesh. China was the second-highest source of FDI, with a total net FDI of 465.17 million, or 13.5% of the total FDI, coming from the country in the last fiscal, followed by the UK with 11.2% share, and Singapore with 8.7% share among the top five countries.

FDI has three components including equity capital, reinvested earnings, and intra-company loans

Data from the Bangladesh Bank show that total equity capital, which is considered a fresh investment, dropped by 38% to $515.32 million in June last year from $831.62 million in December previous year due to a fall in US FDI as 94% of American investment was equity capital.

The US accounted for 20.2% of total equity capital investment in FY22 when Singapore was the second-highest equity investor with a 15.6% share, followed by China at 8.3%, according to the central bank.

The private sector's long-term loan inflow from the US also slowed down after the sanctions on RAB.

The total private sector external debt from the US declined to $749 million in January-June 2022, 6.5% down from July-December 2021.

Even though China was the third-highest source of equity investment, it became the top creditor country in FY22 when the US was fourth.

Long-term private sector loans from China surged by 28% to $2.23 billion in June last year from $1.74 billion in December 2021.

Syed Ershad Ahmed, president of the American Chamber of Commerce in Bangladesh, said bureaucracy and lack of logistic infrastructure are the major obstacles to foreign investment.

Sharing his experience, he said the Dhaka Stock Exchange purchased technology equipment including a server rack for data centre from American multinational Oracle worth $11 million, and Expeditors (Bangladesh), an US-based logistic company where he is the country manager and managing director, is providing logistic service.

The problem he is facing is that the companies could not deliver the full shipment at a time because Dhaka airport does not have adequate storage capacity and security system for such large equipment. As a result, they are delivering part by part.

Another problem is the shipment remained pending in Hong Kong for the last five months since October as customs could not clear documents.

The DSE purchased the equipment taking tax exemption but the customs department issued the order in this regard which is not appropriate as the HS code used for international trade is not matching with the supplier's product.

However, Vietnam is more advanced in its supply chain and, therefore, the country is attracting foreign investment, he added.

Bangladesh ranked 100th in the logistics performance index 2018 while Vietnam was 39th.

Which sectors are the major recipients of US investment?

Investment by US investors is mainly concentrated in the energy sector as 46% of total investment in FY22 came in gas and petroleum, according to the central bank data.

Of the $661 million US investment coming in in FY22, $305 million was invested in gas and petroleum. The second-highest volume of investment came to the financial sector during the fiscal as $260 million was invested in the non-bank financial sector, central bank data show.

The total FDI stock of America was $4.15 billion till June 2022 of which nearly $3 billion remained invested in gas and petroleum.

Peter Haas told TBS that the energy sector was the largest recipient of FDI because Bangladesh needs energy and US companies are very good in this sector. "My prediction is that more FDI will come to the energy sector because the business environment is better for the energy sector."

Citing the example of Chevron, he said the US is the largest foreign direct investor in Bangladesh as Chevron alone can produce 55% of natural gas. So, the scale and the importance of US investment are huge, he added.

Chevron has invested over $3.6 billion of FDI including over $500 million in contracts with local suppliers and contractors, over the last 12 years, he noted.

In the cases of other sectors, Peter Haas said, investors look for the best possible places to invest. Investors start their investment where rule of law is the best, political stability is the best, and think about whether they can take back their profit to their shareholders, he observed.

He said Bangladesh needs to be more attractive than its competitors.

America is highest in equity capital investment in Bangladesh which is a genuine investment, said Syed Ershad Ahmed.

American investment is mostly concentrated in the energy sector but they also invested in beverage manufacturing, he said. American companies are still investing in the energy sector and a big investment is coming as General Electric started to invest in power projects in partnership with Summit.

He also said that Agriculture is a potential sector to attract FDI from the US, but the opportunity cannot be tapped because the country lacks storage capacity for processed food.

"We could not benefit from the Padma Bridge. Varieties of fruits are produced in the southern region of the country but we cannot export them because of a lack of cold storage chain infrastructure."

He went on to say that potato chips brand Lay's conducted a survey in 2021 to invest in agri-products but found that the preservation system was not there. So, they are planning to develop farmers.

US investment likely to fall further

The new Data Protection Act emerged as another threat for American companies. At present, net FDI is less than 1% of GDP.

"We fear that the Data Protection Act, if passed with strict data localisation requirements, may force some US companies currently operating in Bangladesh to leave the market," said Peter Haas at an event titled "Online Freedom and Business Investment in Bangladesh" held at the EMK Centre recently.

"The online platform regulations will similarly dissuade companies from investing in their businesses here if they face criminal liability for user content. The consequences could have very negative effects on Bangladesh. Over 2,000 startups could be put out of business…," he said.
