Canada cancels arms permits to Turkey​

Canada cancels arms permits to Turkey


ANKARA
Canada has canceled arms permits to Turkey that were suspended last year, the nation's Foreign Minister Marc Garneau announced Monday.
Global Affairs Canada and Department of National Defense have conducted a thorough review of all suspended and valid export permits for all military goods and technology destined to Turkey, Garneau said in a statement.
"Following this review, which found credible evidence that Canadian technology exported to Turkey was used in Nagorno-Karabakh, today I am announcing the cancellation of permits that were suspended in the fall of 2020," Garneau said.
"This use was not consistent with Canadian foreign policy, nor end-use assurances given by Turkey," he added.
Garneau noted that he has spoken with Turkish Foreign Minister Mevlut Cavusoglu earlier in the morning amid Canada's concern and greater bilateral cooperation on export permits.
"Turkey is an important NATO ally and applications related to NATO cooperation programs will be assessed on a case-by-case basis," he said.
Earlier Monday Cavusoglu asked Canada to review the restrictions, urging it to review the policy, while Turkey voiced its "discomfort" over the embargo, according to Turkish diplomatic sources.

Where are my NATO folks? Whats ur opinion of this move?

Will you continue to defend NATO forever or might be this the final trigger to finally shift ur understanding of this so-called alliance. I hope its the latter.

Wouldnt it be better to be in it while not accomplishing our Nato duties as long as they dont fit us?
We can blackmail them by vetoing things even irrelevant to us within Nato.

I wonder how helicopter arrest (ASIST) system was relevant to the end-user responsibility, what else these systems can be used for?
I get the part about drone parts, since it can be sold to 3rd parties or already being sold to numerous other countries, by Canada, countries which not having a good credibility, but there is no logical explanation for some of the systems, it is definitely happening because of the diasporas and they are making it clear.

With Akar u have the most pro-NATO boy in the army, forget it, that man will send 2 battalions even to Timbuktu overnight if NATO decides hypothetically to deploy there and there were some rumors that some countries attempt to create a mechanism that would make Turkeys veto not binding.

You have to confront and convince the pro-NATO generals that their understanding of NATO is wrong. Likewise, the domestic population needs to understand how Turkey profits from being part of NATO (They dont). The end game needs to be us leaving NATO.

Ottawa initially imposed an embargo in response to Turkey's military incursion into Syria in 2019. It partially backtracked on this decision last June and approved the sale of drone optics after high-level talks with Turkey. However, Canada suspended military exports after video footage indicated the use of Canadian-made Wescam optics in drones in Nagorno-Karabakh.
In 2019, Turkey purchased two Canadian Bombardier Global 600 type business aircraft to use as part of locally developed Remote Electronic Support/Electronic Attack Ability in Air Platform (HAVA SOJ).
A Turkish official said last year that Canada also stopped providing the required training and the transfer of know-how regarding the aircraft as part of an arms embargo.
A Canadian firm had also stopped supplying helicopter platforms needed for the national warship programme MILGEM. Turkey has also been importing engines for its Hurkus training aircraft from Pratt & Whitney Canada.

Stop with that nonsens that it is not Nato system and we are not familiar. What will the delay cost us? No bombardier for us better. Ther should be a alternative...

TEI will need to make a turbo-prop engine,
2 private companies has already been working on Helicopter arrest systems, will catch up with I -Class deliveries,
TAI will need to learn about bombardier global 600 better, eventually maybe can do later but better than what would be allowed, which eventually pave a way to other things.
Aselsan has already refined CATS so that it can be carried by Tactical drones, eventually attached a laser designator with a better range.
Aselsan is developing a better E/O,Aselflir F-500C after the embargo.

No worries.

If he was so pro-Nato why didnt he cooperate with Gulenists in 2016 coup attempt?

Hes more loyal to erdo then to gülen and as a result got promoted to defense minister. His education was in NATO countries and his views are till this day pro-NATO.

Apparently in the start of the Karabakh war because of the urgent need of Azerbaijan 4 TB-2s were dismissed from the Navy's inventory and were transferred to Azerbaijan. One was downed. The transferred TB-2s are TCB 804, TCB 805,
TCB 809 and TCB 810. Navy had 10 TB-2s in inventory while now it haves 6 which are TCB 801, TCB 802, TCB 803, TCB 806,
TCB 807, TCB 808. The serial number of the WESCAM E/O of the downed TB-2 according to information by WESCAM is officially announced to belong to the Turkish Navy.

E-mail records made public in the Commons investigation show the Department of Global Affairs scrambled last fall to verify allegations by critics that Wescam gear had been found on Turkish-made Bayraktar drones that had crashed or been shot down in the conflict. Government officials contacted Wescam officials regarding footage and photos of drones that were circulated by Armenian forces, asking if this was indeed their gear on display.

In an Oct. 25, 2020, e-mail, Shalini Anand, the acting director-general of the trade and export controls bureau at Global Affairs, wrote to departmental colleagues with feedback from Wescam: “They have indicated that some of the images may be their product, but it is difficult to confirm.”

In the case of the imaging and targeting gear in one video, Ms. Anand’s e-mail said “a [Wescam] system with this serial number was delivered in September 2020 under permit number [redacted] approved … for end user Turkish Naval Forces.”

E-mails also indicate Global Affairs checked the end-use statement submitted to obtain export approval of the targeting gear, which said only Turkey would be using the equipment.

The “systems will be delivered and used by the final end user Turkish Naval Forces, who will use the [redacted] system for the purpose of surveillance and targeting.”

In the statement that was used to obtain export approval, Ottawa had been assured “the imported goods will not be diverted, re-exported or transferred … for any reason.”

The e-mails reveal that last fall there were more applications to export Wescam targeting gear where the ultimate user was declared to the Azerbaijani Air Force – but Ottawa never approved them before suspending all Wescam permits to Turkey last October.

I tell you one thing Somalia is more useful than Canada and other so called nato allied countries.

Glass is right its time to leave nato when the time is right we are nothing more than shackled to a dead alliance.

Leaving NATO will transform Greek border into a formal NATO border beside an EU border. Do not make mistake! No one can discharge us unless we leave. That’s a rule in NATO.

You guys act like we are independent(defence industry),a super-power or have better choices.

And all this for what? Destroying your own security for what? Christian genocidal fascist who are mad they couldn’t commit another genocide? The same diaspora that will stab you in the back gladly when their Russian masters cross Alaska and invade Canada while the US is engaged with China in the pacific?

Have fun losing an whole export market. Turkey needs to blacklist every single Canadian firm and company from Turkey. Veto any policies inside NATO that Canada benefits from.

We can play that Game too. Let’s see how fast Canada reinstates those permits when its own security is hurting.

A statement needs to come out immediately, blasting Canada for taking sides of an aggressor and proven warcriminal as well as blasting its commitments to NATO by trying to sabotage the one country fighting against Russian influence and for Canada taking clearly Russias side.

Turkey needs to stop acting passive all the time. This is Canada not the US.

I kinda like that we got slapped with the cancellation. I would like to see domestic products being prioritized and used, and improved. Though it sucks too, but as we all know unless we don't have any options we won't opt for domestic product until they are good enough, but by that time the foreign products would have improved further, and TSK would still opt for foreign products.

I think this is a perfect opportunity to reduced import from Canada and fix the tradebalance further in our favor, as it should always be.

Oh yeah, and we stay in NATO, tantrums won't benefit Turkey.

The Doom and Gloom in the Turkish Millitary community is incredible. Haven’t seen a more down on itself community than ours honestly. The majority of these permits were suspended already for the last two years. Suddenly it is a catastrophy that we can’t buy ASIST, not like we can just copy it and start producing it in-house.
Not like Aselsan is already developing new FLIR for use on Drones (F500C), not like Hürküs is an immediate need and we can’t wait for TEI to develop an Turbopro engine out of the TS-1400 and use it in Hürküs.
What is left ? Hava-SOJ? The embargo was already calculated and the program has been delayed by two years as alread announced by SSB.

Many of these products can be easily replaced within 1-2 years. The rest can be found alternatives on the market for.

So what are they crying for? Haven’t seen them cry this much when Germany embargoed the MTU engines for Altay. My god.

Still it shows you how incompetent and weak our foreign policy is.

A good one would mitigate the effect of hostile diasporas. Ours can’t even do basic PR.
