Jane's recently reported that the PN is interested in acquiring 2 Reis-class submarines from Turkey, for example.

Wasn't it on table before and somehow Germany has blocked it? I remember such news from pre 2010 and in 2010s that Pakistan was going to acquire some Type 214 and then it has been halted.

It happened in pre-2010 and Pakistan has opted for Chinese submarines instead of Type 214, in 2010s the submarine deal has re-emerged and then Germany has blocked it.

Germany Rejects Exports of Engines to Pakistan for Submarines​

March 17, 2021


Germany is not granting export permits for the engine of eight Type 039B submarines that Pakistan plans to add to its inventory, Pakistani media reported.

Pakistan’s investment, which has purchased eight Type 039B with air-independent propulsion systems from China to strengthen its navy, could be deadlocked due to the engine. Pakistan, which did not want the diesel engines used by China on the platform, therefore applied to a German company. Media reports say Germany has refused export permits due to pressure from India.

Pakistan has announced it will modernize its navy in response to the Indian threat. It is also written that if propulsion systems are not supplied, the submarines will be scrapped.

Under the China-Pakistan deal, worth about $5 billion, the first two submarines will enter service in April and October next year; It was planned to deliver all of them to Pakistan, two in 2023 and then one each from 2025 to 2028.

To be clear, Jane's said it. They didn't quote anyone. So, it's not 100% confirmed. But in 2016, Jane's also said stuff about the PAF buying an interim fighter (either J-10 or Su-35), and that turned out to be correct as Pakistani sources confirmed the purchase of J-10CEs.


Pakistan wanted to buy the Turkish configuration U214 Reis class from Turkey but Germany does not allow it. A while ago, Çavuşoğlu said that Pakistan want to join in the Milden submarine program. In my opinion, after the Agosta class modernization and mini-submarine program, the underwater cooperation with Pakistan will continue with Milden.

Who delivers the steel?

Are the Turkish submarine builders so sure that Austria would supply the steel for Pakistani submarines?

I'm a little lucky that the Austrians are still supplying us with the steel for REIS.

That would be another issue we would have to start working on and we can get results before too long.

If we speak proudly of Turkish projects, we must not forget that we still have a very long way to go.

for example. Armor steel:

Until recently, we were dependent on foreign countries to build our highly praised armored vehicles such as KIRPI EJDER HIZIR COBRA ARMA YÖRÜK ... etc because no company in Turkey could produce armored steel.

It was not until HANCER (Coskunöz Holding) signed on January 2nd, 2019 that the Turkish decision-makers were aware of the precarious situation.

And with the purchase of MILUX by the OYAK, this type of steel is finally available locally.

I am also happy that the Turkish defense industry noticed before this type of steel was subject to sanctions.

They impose sanctions on many parts that we would not even think about if these parts are used by Turkish defense companies.

for example shock absorbers on Turkish armored vehicles were banned. Now these absorbers are manufactured by Turkish company HYPSUS.

I was there at IDEAS 2018. The German delegation at the time said they had Berlin's approval to sell Type 214s to the PN. I think the issue here with specifically the German engines was the idea of pairing them to Chinese submarines. I don't think Germany was happy about losing the Type 214 contract after going through all of the work of securing a loan for Pakistan. They aren't going to help the Chinese fulfill their deal.

Hydropneumatic suspensions, not shock absorbers.

TR is on its way to producing non-magnetic submarine steel. The first national non-magnetic steel will be used on the Turkish FAC project(because the strength of the steel doesn't need to be as much as the steel that is used on a submarine).

HY-80 and HY-100 are nothing special that can be procured from other suppliers especially from China. That is why Austria still supplies those metal sheets. TR has the know-how and knowledge of producing HY-80 and HY-100. Now non-magnetic steel on the other hand needs a lot of work and is problematic. Especially making non-magnetic steel with high strenght.

Germans don't sell it to anybody other than very close allies. Greece didn't get non-magnetic steel with its U-214s, on the other hand, Italian U-212s are made from non-magnetic steel. Finding submarines with a MAD(magnetic anomaly detector) becomes very hard if that submarine is made with non-magnetic steel.

Italy joined the project early on and is considered a partner. Everyone else got the export version meaning Turkey is getting the same steel as Greece?
