Most of the schools and telecommunication buildings, strengthened since 99. But residential buildings that have been build before 99 are another story.

Japan has a pretty good early warning system, we should start using those widespread in earthquake zones, seconds can make the difference between life and death.


The system turns TV's at home on, car radios give a warning of the region and your cellphone starts ringing and you get a message with infos, this saves lives.
The video below shows that the system warns at least 30 seconds beforehand and the shockwaves are felt just when the countdown hits zero.

People don't die of earthquakes. People die off masonry, concrete etc falling down on them. Those seconds provided by a warning could be differance between life and death as it gives you a chance to get out or take precaution.

Some people from Izmir reports that, the collapsed buildings concentrates around particular high-end district which is known to inherit a weak foundation. They also report housing in low-income districts nearby to the same location is all safe.
Foundation and ground matters as much as the building itself.
