Japan has a pretty good early warning system, we should start using those widespread in earthquake zones, seconds can make the difference between life and death.Regards and prayers to all those effected by the earthquake in Turkey. Pakistan also sits athwart a major tectonic crack in the earths mantle and these sadly are quite regular events. Map below shows the high risk areas in red. I suppose only way is to mitigate the effects by appropriate engineering and response agencies being set in place.

People don't die of earthquakes. People die off masonry, concrete etc falling down on them. The system turns TV's at home on, car radios give a warning of the region and your cellphone starts ringing and you get a message with infos, this saves lives.
The video below shows that the system warns at least 30 seconds beforehand and the shockwaves are felt just when the countdown hits zero.
