In the F16 Özgür modernization, Avcı-II HMCS and MURAD GAN AESA radar integration will also be made. MURAD AESA (20w each module and 30w peak power)

Damm! it will have 30kw power peak then! ( Assuming 1000 T/R modules ) 50 percent greater than the APG77 of f22! which up to this day the most powerful airborne aesa fire control radar. With a good integrated EW system they can do some crazy jamming with MURAD! Kudos to aselsan!

Mr Gürcan Okumuş: "We have been working for the integration of Gokdoğan and Bozdoğan missiles to different types of F16 aircrafts in TurAF inventory. A project will be initiated and contact will be signed in this year"

Great news!
But I am still holding back until we have the Murad Aesa radar on our first F16.
At the moment all these statements mean little. We need action. “Will” , Shall” , “going to” are not enough.
Tayfun is going to cause tremors in our enemies hearts. But Murad fitted F16 with extended range Gokdogan will mean major earthquakes. It may even mean re-acceptance to F35 program. But by that time we may not be interested to buy. Only to manufacture their parts may be!

2025 is the target date for the FOC for the first fully upgraded F-16 Özgür. F-16 upgrade project is going on in phases. Block 30 Özgür project is completed. Now Özgür project will be extended to Block 40s and 50s. MURAD AESA(includes AESA IFF), FEWS and air-to-air weapons integration will start on the first Özgür upgraded F-16s by the end of the 2022 to early 2023.

Reportedly MURAD AESA consists of 1000 T/R modules with a nominal power output of 20W per module(30W peak/transient spike power) and it is not compatible with the existing cooling and power delivery system of F-16s so those are redesigned/extensively modified.

When you say Block 30 Ozgur completed, does that mean development of systems is complete or did all the Block 30 planes actually receive the modernization? There was news a while back that the serial production and modernization began in Block 30 planes but it looked like it would take a lot of time.

Pretty good stuff either way. Hope they can quickly integrate the AESA radar as well.

When the prototype F-16 block 30 Özgür passed all the qualification tests the project is completed and a new contract for serial modernization of all Block 30s to Özgür is signed. The first serially modernized Özgür will be delivered this year. In parallel, there are other projects like MURAD AESA, FEWS, and air-to-air weapon integration. The prototype Özgür will be used for those. MURAD AESA will be ready by the end of this year or early next and it will fly on the prototype F-16 Block 30 Özgür. In the meantime, Özgür development project will be widened and will include F-16 block 40 and 50. Similar to block 30 a prototype block 40 and 50 will be readied and will pass the qualification tests before serial modernization of block 40s and 50s will start but this time it will be much quicker

I thought F16s had to be older than 30 years to receive modifications.
On contracts signed, it states that F16s cannot be modified without US permission.
So this must be breaching contract, no?

No! As far as i know, Other than 30 years expiring date if you have source code of the aircraft you can also update and mordenize on your own. Which turkey has for other blocks of F16 other than 80 block 50. However in case of i am not sure how it will be done.

here is an excellent post from @Yasar on the topic

Özgür project, as the name suggests is there to turn our F16s totally free from US control with respect to avionics and weapons. It also includes having our flight control computer installed in the planes. This way plane becomes liberated.

It has been completed apart from the Aesa radar Aselsan has been developing. Aselsan had promised early last year that before the end of 2021, it would be in the air attached to a plane. But we have not heard about this happening since.
Since the program was ready to implement, all block-30 planes that have gone through structural upgrades are also being upgraded to Özgür status in terms of their avionics and cockpit electronics. All they need are the Aselsan’s new Aesa radar.

Although there is no concrete proof or document that can verify this, due to the FMS (Foreign Military Sales) conditions with which our ~270 f16s were purchased , they can not be touched for 30 years without the manufacturer’s consent. All block-30 planes are now out of this 30 year period. Some of the block-40 planes are also out of this time limit. Infact all block-40 planes will be out of this time limit by end of 2024. These are the planes we can apply Ozgur modernisation if above supposition is correct.
We have 79 block-50 planes which will be 30 years old by the end of 2029. We need to buy Kits for them from the manufacturer.

When we purchased f16’s under Peace Onyx 1, 2 and 3, we had 240 f16s and 54 Terminator 2020 phantoms. That is nearly a 300 plane inventory. Over the years we have lost many of the f16s and even though we bought 30 new block-50+ planes (now 29 left) there are only 237 or 238 of them left in the inventory. Operational f4s must be around 20. But they should have been retired at least 2 years ago.
Come 2028-29 these numbers can be even lower. So we need new planes to make up the numbers even if we turn all our f16s in to Özgür status.

The only thing wrong about this project is the fact that it is taking too long to implement and it’s Aesa radar.

Yes it is different than SPEWS II. It makes use of the experience gained from the SPEWS II project but it is a totally separate project.

I didn't say technically turkey needs source codes to perform ÖZGÜR mordenization!
What I am saying that if you have source code USUALLY it means you have ultimate allowance to do whatever changes you like.
It maybe modifying the existing computer for integration of new sensors and weapons or completely replacing it with the new one ( which is the case with ÖZGÜR project ).
without having source codes it is 'probably' not allowed to modify the aircraft indigenously before 30 years. But we don't know the terms and conditions between usa and turkey for sure.
