Recently it grabbed my attention that F-5 tiger ii has 2 different vertical stab design.

For example Indonesia and Chilean AF Tigers

You can see an additional extension of the vertical stab forward.

While other F-5 Tiger IIs don't.

Seems like it is more related to a structural upgrade.
Hey Okan, Indonesia had those additional extension right after it bought them brand new in 1979.
It may sound absurd but thinking of the year, the factory may not have adopted the new design in the production line, thus they kept producing the older version and made the sales, offered an upgrade with some delivered kits ASAP.

Its called dorsal fin.

Early P-51D had stability issues. Thats why they got it:
