I agree with officials' statements being the case for that but gazettes are usually made for internal consumption and for sector professionals.

Each aircraft has it's own unique shockwave "cone" depending on their airframe design and can appear on non-cloudy weathers.

Shape of the cone in the given photo is looking like F-18's:

High similarity between the cone shapes of those 2 aircraft creates towards me to the thought of editing. On the other hand, it may be reasoned by a possibility of two aircrafts creating similar shockwaves. However, I've never seen 2 different aircrafts sharing such similar shockwave prints.

It simply looks edited, but there's no way to be certain from a single 480p photo, so I'll refrain from a direct comment one way or the other. It was already announced it passed its supersonic speed test, we just don't know if there's a photo of it.
