and I'm talking why there's no such need for one child policy across all ethnic groups in China, consider that it's the Hans that suck up China's resources.
All people should be equal before the laws in China. This is where I have the problem with the Chinese government, it's institutionalised ethnic discrimination agaisnt Han people, it should be done away long time ago. it's so unfair.

Why it fell from 11 to 6 is another subject of arguement

This drop in space of just one year (2017 - 2018 I believe) is unprecedented on any population with more than 100,000 members.

One can look at the birth rate charts for any population (incl China as a whole), there has never been a 33% - 50% drop in matter of 1 year or 2.

However officials did not deny that the birth rate in the region dropped from almost 16 people per 1,000 in 2017, to less than 11 per 1,000 in 2018. They said it was because of “the comprehensive implementation of the family planning policy”.

If anyone can find me one year (esp at low base) where even CN (with its one child policy in operation so long) as a whole saw this kind of drop (in matter of a year or two), I will stand corrected:

In fact it took about 20 years (from 1998 to 2018) for China as whole to reduce its Birth Rate from the exact same situation (from 16 per 1000 to 11 per 1000).

It's a natural process when you get more weathy and more years of education. Before you can have a child and when the child was 12 years old they can share the family responsibility and make some income for the family, and they also can take care of younger siblings for the family, so the more children, the merrier.

Couples of years ago China implemented 15 years free but compulsory education for all children from kindergartan to high school in Xinjiang, and almost every teenager now also goes to college in this region, this means if you have a child, the child won't make any income and share any family responsibility until at least in their early 20's, this makes raising a child way more expensive, would you still like to have many children and can you afford doing so?
