Impossible. Türkiye can achieve Özgür due to the contracts and agreements it has with Lockheed. If Indonesia wanted to have its F-16 Fleet undergo Özgür modernization they would need permission from LM and the US.
There is a reason why Özgür is not being advertised as a export product because the US would never give permission for it when they can sell people Viper modernization themselves.
