One of the best kept secrets of the Indonesian Navy, the rusty torpedo is a deadly weapon despite its unappealing appearance. Even a graze from the non-exploding and recoverable training version is enough to cause hull breach and severe flooding to its surface and submarine targets due to its fast-acting self-replicating rust molecules which is often more than enough to force enemy ships to return to their base.
While slower than most other torpedos, the live version is even more deadly since it doesn't even need to explode on impact or near its target because the explosion of its warhead will create a cloud of rust debris above, on and below the surface with a lethal radius of about 5 km. This cloud of rust molecules will render any ships, submarines and airplanes unlucky enough to get engulfed in it to stop working and disintegrate in a matter of minutes.
Even worse, the rust cloud is also known to cause severe tetanus symptoms on unprotected and unmodified human. Only those who have undergone intensive plastic surgery like most K-Pop stars are unaffected due to the large amount of synthetic materials embedded in their bodies.

Indonesian Navy need not compete ship per ship basis with China. We can't anyway.
A fleet 1/4th or even 1/6th of China's SS fleet is enough.
And I agree with stop gap solution. Any stop gap solution is still better than most Indonesian navy vessel afloat these days.
