It is usually vice-versa, the ceremonial steel cutting usually held in first place in casual occasion and again usually after the letter of trust is issued from bank, and real steel cutting commences later as the steels are ordered.

One of them is S band multi-functional volume search radar while another, depending on configuration is L band long range sector search radar. The latter can be used for ABM while the prior is not. So this is not the reason but rather the mission profile, cost management etc.

NS200 optionally comes with FMCW surface search radar.

Strangely, TRS-4D is a C band radar that technically shares higher frequency range of S band and lower frequency range of X band and fulfills duty of NS200 partially.

The tribunal already set in 2014, at the time PT PAL is working on Sigma class projects, kcr projects, hospital ship projects, Submarine projects and surely our government always have ways to put more fund injection to help them out. That's SOE privillege , like it or not that's how they are working.
