Honestly, I'm not the right person to answer since I believe @Anmdt and some others are far more knowledgeable about this.

Anyway, I'm assuming that it can take anywhere between six months to one or two years depending on the availability of the dry dock, starting condition of the ship to be refurbished, as well as the amount of equipment to be replaced. It could be less if all those things are still considered good enough and there are no need to make major modifications.
6 months sound too short for a major upgrade. Including acceptance tests, sea trials, preparations for transferring to another navy and special modifications for them and removal of some other sensitive equipments it shouldn't be less than 1 years per ship and imo won't take longer than 1.5 years if Indonesian officials do not get another party involved for the approval of the ship, and if done straight we can expect both ships to be done in 2-2.5 years.

But what is more important, have parties reached an agreement on the financial plan? I doubt if the order has been put into the action, yet. Will it be at least done within 2021?

How about the negative effects from the quad itself towards us, can quad be used to threaten us or against our national interest?
As it stands now, our interests in the region are mostly aligned with those of the Quad (and Quad Plus), so the answer to that question is "no". Of course, our formal stance of foreign politics could be seen by them as either we are a potentially powerful 'ally' or another huge 'pain in the ass' but as long as we play our cards right, they won't do anything that might antagonize us. At least unlike that certain nation whose actions on the field speak differently than their words.

How should we act about the quad, accept and support its creation or against it.
Formally? Nothing. Although that doesn't mean that we can become complacent ourselves. Our current stance regarding Quad should be taken as a kind of warning for both sides. It now really depends on who will start playing with the fireworks first.

Aaaanywaaaay,... How come that this becomes a discussion of geopolitics and that I'm answering questions about those kinds of stuff? I'm not an expert on international relations by any measures so I may have already overstepped my bounds 🤪😭😭😭

That Gundam is really worth to consider.
If we pick 30FFM it shows that we have high trust towards JP tech or the offer is very good or both, considering that the ship itself just hit the water recently and not yet operational, unlike FREMM and IH that already looks promising, and we are the launch customer of Sigma 10514 but the ship itself is similar with the smaller sigma.
I would say Military Buzz has more credibility than canteen guarder or Students.
Could be that its "orang dalam" that is tasked with "leaking" some information to the public.
