Does MoD already decide the number of the ship? Or ngikut budget? (Asking because Japanese offer is 8 ship)

Damen doesn't seem to have 140m class frigate apart from De Zeven class and their future Omega class project.

The one that they put on their website is based on De Zeven configuration.

Arrowhead 140 ( Base of Type 31) is already a product of concortium called Team 31. Thales is part of Team 31 (along with BMT, OMT), so yeah if it is Type 31 Thales UK will provide electronics, unless a customization will be requested by customer (which will also increase the price)
I can recally Type 31 was offered to Indonesia long time ago, the negotiations hasn't fruited in anything.

IH is also a perfect General purpose platform (see Danish support vessel for example)
I told earlier before, if it is the intention it makes more sense to have different variants of IH in short-long hull configuration with different set of sensors like FREMM.

Then it would be more reasonable to acquire Type 31 Frigates as general purpose patrol Frigates as they are part of Itver Huitveld based design family, with provision for more sensor and weaponry upgrade in future.

Czech company Excalibur Army announced on 22 February that it has signed an agreement with Indonesian company PT Republik Defensindo (PT. RDI) for the joint production of RM-70 Vampire multiple rocket launchers (MRLs) for the Indonesian military.

The company said in a statement that the production deal for the 122 mm MRLs, which will be mounted on 4×4, 6×6, and 8×8 Tatra truck chassis, was signed at the 21–25 February International Defence Exhibition & Conference (IDEX) 2021 in Abu Dhabi and includes “the transfer of the necessary technologies”.

It added that the RM-70 Vampire, which is an upgraded version of the RM-70 MRL, will be produced in the Indonesian city of Batam, with deliveries to the Indonesian Armed Forces (Tentara Nasional Indonesia: TNI) set to commence this year.

Excalibur Army provided no information about the number of MRLs on order, the value of the contract, or when deliveries are set to be completed but pointed out that the agreement follows up on the export of RM-70 Vampire MRLs to the TNI in recent years.

It said that a first batch of these systems was delivered to Indonesia in 2016 and included special support and command vehicles, which were manufactured and assembled in co-operation with Czech and Slovak companies.
