Still, wonder why India, Egypt and Turkey didn't sign it.

Its a pledge, a "MOU". Means little, there is no supra-authority above nationstate govts to enforce these things.

These 3 also want to balance relations with Russia (including with ongoing and future nuclear energy technology) and are wary about any signalling and the joint working groups involved in this pledge.

Sure, so is UAE though. All three and UAE are also are interested in Japanese and Korean reactor technology. It's a little small get together and a photo op, hurts no one. Unimportant, but tad weird.

The "Neutrino detector" project aims to increase safety in nuclear power plants with national solutions



While plant safety is becoming increasingly important in the field of nuclear energy, which meets more than 10 percent of the global energy need, Turkey is also undertaking new projects in this field.

In this context, a new safety project was developed at Istinye University in addition to systems measuring the thermal power of nuclear reactors.

İstinye University Faculty Member Prof. Dr. In his statement to the AA correspondent, Sertaç Öztürk stated that they have undertaken an important security project that can be used in all nuclear power plants, especially the Akkuyu Nuclear Power Plant (NGP).

Explaining that in nuclear power plants, energy is produced by hitting heavy nuclei such as uranium or plutonium with neutrons and dividing them into lighter nuclei, Öztürk said that a substance called "neutrino" is released in this process.

Öztürk stated that with the "neutrino detector" to be placed near the core of Akkuyu NPP, simultaneous and independent information about the thermal power of the reactor can be obtained and said, "This will allow the creation of an additional system in terms of nuclear safety. With the project, the figures given by the system about the thermal power of the power plant will be obtained." "In addition, by observing this outside the reactor, cross-checking will be made in undesirable situations such as a miscalculation in the thermal power of the reactor, a systematic error, or large fluctuations in thermal power." he said.

Explaining that the project they developed is compact and portable and that artificial intelligence will be used for data analysis, Öztürk said, "We aim to measure the interaction signals of neutrinos coming from the nuclear reactor with the detector, but the cosmic ray radiation coming from the sky also creates signals in our detector. With artificial intelligence, we can separate the two from each other and obtain clear information." ." said.

Öztürk stated that the total volume of the detector is 0.1 cubic meters and its weight is approximately 200 kilograms, and continued as follows:
"In our study, we will use gadolinium-doped plastic scintillators. These scintillators are glowing particle detectors. When a particle passes through the plastic scintillator, it emits blue or green light. By determining this light, we obtain some useful information such as the properties and energy of the particle. This approach is described in the literature and "It will be the first among the existing technologies used. Gadolinium-added scintillators are not commercially available in the world, and their production in our country will pave the way for the domestic production of innovative and unique plastic scintillators."

"10 million lira is needed to implement the project"

Öztürk said that they carried out their work on producing the scintillators to be used in the structure of the detectors within the company they established with the support of İstinye University and TÜBİTAK, and that the company was the first private company to produce and sell domestic and national scintillators in the country.

Stating that they applied to the Turkish Energy, Nuclear and Mining Research Council to implement the project, Öztürk said, "We need approximately 10 million liras to make this system operational. This amount corresponds to approximately 330 thousand dollars. This is currently available for projects in the scientific community." "It is a very acceptable, even low price, especially abroad." he said.

Öztürk pointed out that the project could be an important step in nuclear disarmament in the international arena and said, "For example, Iran is not wanted to operate nuclear reactors too much because nuclear weapons can be made with the plutonium produced when the nuclear reactor is operated. Therefore, when a country claims that it does not operate its nuclear power plant and does not produce plutonium "With the system we have developed, we can verify whether there is plutonium production and efforts to produce nuclear weapons." said.

Turkey must possess nuclear weapons as soon as possible, the possession of nuclear weapons is also a life insurance that no country in the world will attack the country again.

If Russia, China and North Korea did not have nuclear weapons, they would have been attacked by the West long ago. The West & USA only attack countries that don't have them. If Iran has nuclear weapons then it is completely immune from then on, not even a country like Israel would dare to launch a major first strike.

"President Erdogan made it clear that there was a political decision to transfer another field to us. Now we are working on the details. Most likely, the new construction site will be named Sinop."

Directly says "transfer". Sinop was the planned site of the now cancelled Japanese program.
Why was the Japanese program cancelled?

Why was the Japanese program cancelled?
Fukushima, Fukushima related new safety improvements making prices higher, not being able to come to a financing agreement G2G, Turkish economy. Per reports, project cost of 15+ billion had grown to 45+ billion in few years. Atmea was also a joint French Japanese program, don't know if there was French backtracking involved.

Japanese were interested in teaming up with the French and offering their reactors all over the world and Sinop would be the first example. But after Fukushima, partnership ended and I don't think they offered to build anyone any other reactors.

Turkey hasn't paid a single dollar for Akkuyu yet. I doubt the next plant will be built under the same build, operate, own scheme tho.

This means Turkiye will be a nuclear power in the future.

2nd Russian npp will probably come with extra benefits. Stuff like the closure of the nuclear fuel cycle. That means knowledge transfer on stuff like fuel enrichment, waste management, ore processing etc.

Once you have those, you can use those to make the necessary radioactive products.
From there, warhead design is relatively easy.

Source? AFAIK, all these deals have Russia within the IAEA ambit and will involve everything regarding the fuel (end-end provision, recovery) being handled by Russia especially given they have shouldered all liability in exchange for access to Turkish grid market.

Once you have those, you can use those to make the necessary radioactive products.

We would see a large scale nuclear test reactor construction effort by Turkiye if so right now with reprocessing research specifically.
If the mother reactor has IAEA safeguards (which it has), you also cannot recover the new plutonium thats relevant in (short) age, the most economical way....so that means reprocessing capability needs large establishment and costs.

This is part of reason why Japan has a very large plutonium stockpile, but South Korea does not. Japan invested far earlier into it and its own end-end recovery (and reprocessing).

South Korea had its WMD program foray, but it was pressured to stop by the US and now the civilian IAEA reactors it has are much newer and safeguarded without the end-end stockpiling Japan has accumulated over decades longer.

Negotiations are being held with Russia and South Korea for the nuclear power plant in Sinop


Bayraktar stated that efforts are continuing to commission the first reactor of the Akkuyu Nuclear Power Plant (NGP) this year and that all reactors will be commissioned in 2028.

Explaining that there is a need for a nuclear power plant with four reactors in Sinop and Thrace, Bayraktar stated that negotiations were held with Russia and South Korea for the power plant planned to be established in Sinop.

Bayraktar stated that they talked mainly with China about Thrace and that they have reached a serious point and said, "Hopefully, we need to name it within this year. We are working on it." said.

On rest of the interview, he also talks about joint panels between Turkish and American companies on energy cooperation and moving Israeli gas through Turkey. Suffice to say these two plans are now either postponed or dead altogether.
Possible American nuclear tech back on the table?

Scammed?
Pls tell me when was Turkey scammed regarding the nuclear deal with Russia?
We talked over this issue a trillion times before and the conclusion is Turkey wasnt scammed at all

Russia is building the NPP that costs billions of dollars out of its own money in addition to the fact that Turkish manufacturers were involved in the construction of the plant up to a certain degree. In other words, Turkey gained a bit of precious know-how and a whole NPP in Turkey for free and without any risks at all since the only nation that will lose time and money in case of any disruption in the Akkuyu NPP now or in the future is Russia and Russia alone

That deal, IMO, was so advantageous to Turkey and I would encourage similar deals in the future

We need to be driven by Facts and current Reality.
I mean lets put usa as last option.
As we seen last 2 decades, when come to Turkiye matter, usa used all possible hostile actions against Turkiye.
I am talking about all fields:
-Historical (armenian lie)
-Social (fabricated and out of reality news campaign, planed campaign of pastor Andrew Brunson etc.)
-Economy ( Halk Bank case. Freezed Turkiye gold in usa and used by gov. as own),
-Militray (Offical passed by senat and signed by president document still in ACT embargo against persons, on parts, on programs, on science, on NATO meeting, on military drills etc.... Taking side with ruzzia in Syria, taking side of PKK, declared offical document of WAR etc.)
-A'Coup - partial or full support of a'coup (FETO main shits are in usa ).
-Ambassadors event - usa organized and managed west Ambassadors in Turkiye to sign a document and send it to Turkiye goverment, document have Ultimatum nature.
-Greece case - usa build up 6+ big base in Greece with main purpose against Turkiye (this was never done before). This include offical document including usa and france that they will be on Greece side on any case against Turkiye.


Basicaly - Facts are Fact - usa is hostile and as such Turkiye MUST NOT accept any contract with usa involved WHEN COME to STRATEGIC ASSET of Turkiye as Nuclear Plant

The same logic must be applied to the Russian strategic technology.

We shot their fighter jet in 2015 (in the same period their officers were hunted like flies in the Turkmen Mountain by our assets), in 2016 a Russian supplied MANPADS to PKK shot down a Turkish AH-1W Cobra helicopter in Turkiye, in 2017 during the Operation Euphrates Shield a Russian TU-22 "mistakenly" bombed a building in which Turkish Special Forces were stationed resulting in 3 martyrs and 11 wounded, in 2020 a Russian SU-34s bombed a Turkish convoy in Balyun, Syria resulting in the martyrdom of more than 30 Turkish soldiers and tens of wounded.

What is happening today? Terrorists under Russian protection are targeting our assets and soldiers in Syria daily and resulted in tens of martyrs both from our soldiers, but also from our law enforcement personnel. One of the main reasons for them not to take Kiev are Turkish supplied drones, we effectively pushed them out of Karabakh and their peace keepers died in result of the steel punch of our Azerbaijani brothers. And this is only a part of the whole situation.

Just yesterday a Russian supplied FPV drone, launched from Russian protected area hit the dirt obstacles in the vicinity of our base in Kastun, Syria.

On who we can rely for strategic support?

EDIT: A Russian supplied FPV drone was directly used against the TSK base in Kansafra today...
