A critical meeting on the transportation of Turkmen gas to Turkiye via Azerbaijan took place in Ankara.

The meeting emphasized the importance of constant communication between the two state-owned companies in order to open Turkmen gas to Turkish and world markets. In the world market, the first phase is to transport Turkmenistan's gas to Turkiye via Azerbaijan, while in the long term, it is planned to export this gas to EU via TR.

This cooperation took place within the framework of the "Memorandum of Understanding on the Development of Cooperation in the Field of Energy" signed on December 14, 2022, and was recently supported by critical meetings in Ankara.

On January 29, a delegation of Turkmengaz and Turkmenpetrol officials led by BOTAŞ Deputy General Manager Mithat Aydın met at the BOTAŞ building with the participation of Turkmenistan's Ambassador to Ankara Mekan Isanguliyev and discussed in detail the transportation of Turkmen gas to Turkey and short and long-term cooperation opportunities between the parties.

Turkey can become a major natural gas exporter by importing gas from Azerbaijan and Turkmenistan (in addition to Russia), importing LNG (from countries such as Algeria and Qatar etc) and exporting these resources to Europe.

Turkmenistan's discovered natural gas reserves of 13.6 trillion cubic meters ranks fourth in the world natural gas reserves ranking after Russia, Iran and Qatar.

The question is, can you protect it from Iran and Russia?

Here's a little excerpt from the Iranian side;

"The Iranian side opposes the laying of pipelines under the Caspian Sea, as "it can damage the ecology of the sea," Iranian Deputy Foreign Minister Mehdi Safari told reporters on Thursday.

The diplomat noted that there are Iranian and Russian directions for the transportation of energy resources.

"If there are such opportunities, why cause such damage to the environment?" said Safari after the 23rd meeting of the Special Working Group on the Determination of the Legal Status of the Caspian Sea.

Safari praised the adoption of the Convention on the Ecological State of the Caspian Sea."

Treasury and Finance Minister Mehmet Şimşek: Oil production in Gabar will meet 10 percent of our country's needs in 2024. By 2026, total oil production will reach a level to meet 18 percent of our needs. *(www.trthaber.com/haber/ekonomi/bakan-simsek-gabardaki-petrol-uretimi-2024te-ihtiyacin-yuzde-10unu-karsilayacak-806243.html)

Western Black Sea Natural Gas: Phase-2 production is targeted to start in 2026, with daily production increasing to 40 million cubic meters. In Phase-3, the Amasra Field is planned to be included in production and production levels of 60 million cubic meters per day are planned to be reached in 2028. The target of increasing the daily production of Black Sea natural gas to 40 million cubic meters in Phase-2 also means an annual production of approximately 15 billion cubic meters. On the other hand, based on Turkiye's average annual consumption of 60 billion cubic meters, when production increases to 40 million cubic meters per day, Sakarya zone will be able to meet approximately 25 percent of the annual need alone. **(www.petroturk.com/wp-content/uploads/2023/05/gp348_.pdf)

With the discoveries in just last few years alone, the domestic supply of crude oil and natural gas needs will reach 1/4 - 1/5 before the 2030s. Potential discovery areas we have indicate that we can multiply these ratios in the total amount of proven and economic reserves in this 10-year period. If we can continue to support this with exploration and licensing collaborations overseas and in neighboring regions, and continue the boom in renewable energy in the domestic energy market for another 20 years with determination, we have the opportunity to permanently make energy security issues a thing of the past.

Even beyond that, we have the potential to become a major technology exporter** in renewable energy and an important hub/supply center in the European gas and petrochemical market.

Iran has no such capacity. Even the committed volumes are repeatedly cut in the winter months due to cold weather! Turkmen gas via Russia is also not an option for the EU. It is critical that Turkmen gas reaches Turkiye independent of Russia. At this point, LNG transportation/conversion on the Caspian should be on the sidelines as the issue is not only costs for the EU but also diversification of sources. On the other hand, we haven't said anything on this issue yet, and it is a normal first reaction for IR to want to prevent a situation against it in the monopoly game in the region with funny excuses. We will see how the process will unfold.

Independent economic integration with Central Asia and Turkish autonomy is, in my opinion, one of the most critical breakthroughs in the history of the republic. I can even exaggerate to emphasize the importance of the issue; if necessary, Turkmenbashi and Baku should be connected by railroad via the Caspian. Unless we can independently move the Central Asian Turkish economy to the open seas, we cannot secure our backs.

This is now old news, but its been an issue that has already been dealt with. Russia opposed it too but the EEZs have been agreed on.

Since it is indirectly related to this question, I continue under the same thread: An important news showing the importance of the Caspian and beyond for EU. Hermes_Z found it and translated the summary, and I am translating the part they translated, the links are below.

The European Union has decided to invest in the Middle Corridor logistics route. In total, €300 billion will be invested by 2027, including €21.5 billion immediately for infrastructure development.

Turkish States play a key role in this logistics corridor.

Turkiye, within the framework of the Organization of Turkic States, unites the region, including the Central Corridor, and is investing in this region in various fields.

China has already invested heavily in this corridor and continues to do so.

The Northern Corridor through Russia was already closed due to war and sanctions. The Southern Corridor, which runs through the Pacific Ocean and the Red Sea, has been jeopardized by the rivalry between the US and China and the recent Houthi attacks.

The EU organized the Global Gateway investment forum in Brussels on January 29-30. Its aim was to attract €300 billion for the modernization and construction of infrastructure in Central Asia to develop the Trans-Caspian international transport route (the Middle Corridor project).

Brussels identified infrastructure investments as a priority. The meeting was attended by representatives of governments, financial institutions, business and civil society from the EU, Central Asia, the Caucasus and Turkiye.

EU Foreign Policy Chief Borrell summarized the emphasis on cooperation as follows: "The European Union is ready to deepen its partnership with Central Asia to take it to a new level. Brussels wants to support infrastructure development. The meeting participants adopted a common roadmap for deepening relations".

Borrell emphasized the need for cooperation due to the conflict in Ukraine.

Vice President of the European Commission, European Trade Commissioner Valdis Dombrovskis:

"An 11,000 km long transport corridor should connect our regions with a travel time of 15 days or less. We need to make this corridor competitive. We intend to achieve tangible results. That is why the European Commission and the European Investment Bank will also invest in Central Asia's transport capacity. The relevant memorandum of understanding will be signed later."

The European Union's plans do not end there. The 21.5 billion euros mentioned above are existing funds that Brussels expects to mobilize as soon as possible.

In the long term, they are talking about a figure of 300 billion euros. The European Union will mobilize them by 2027 from public and private investments.

The money will be used both for the modernization of infrastructure in Central Asia and for the construction of the Trans-Caspian international transport route. The "middle corridor" runs along the Caspian Sea from the Kazakh-Chinese border to Europe via Azerbaijan, Georgia and Turkiye.

The intention to expand the sphere of influence of the EU region towards Central Asia, which was already no secret, has been clearly concretized here. Therefore, I think the transportation of Turkmen gas through the Caspian Sea and independent from Russia is one of the priority targets in this context.

Notice the transport node in potential EU member state Georgia.

This is not the win we think it is. This is "Middle corridor a la EU."
Something they have full control over and to be used as a fulcrum to colonize Central Asia.

The situation with Zangezur needs to be handled, NOW!

(or we could carve out Batumi from Georgia and establish a land border with Azerbaijan from the north, just sayin... ;) )

Both pipelines are clearly going through Turkish territory, one on land and the other through Turkey's waters.

The only way around Turkish territory is through Russian territorial waters, towards Ukrainian waters.

so i fail to see how this isn't a win for turkey.

It's not a pipeline map though.

You can not stop ships from sailing in international waters.

Have we stopped oil/gas exploration in the black sea/east med?

If we haven't this signals that we don't expect to find more as we are sending the ships to Somalia.

We also have to spend millions of $ to explore, then even more to build the infrastructure necessary.

This is a very long term deal, any payoffs will be far into the future. We have a similar deal with Libya where zero progress has been made.

Also, will oil consumption significantly reduce in ten years?

EDIT: Also not saying this is a bad thing, but maybe someone better informed can discuss the strategy

We have a big drillship fleet. We will only send 1 ship for exploration.

Minister of Energy and Natural Resources Alparslan Bayraktar said, "At the latest point, we have exceeded 37 thousand barrels of oil production per day in Gabar. 3 new wells are coming by the end of this month, so our goal is to exceed 40 thousand barrels by the end of the month. After that, with 9 new wells in April. "Daily production is around 1000 barrels in these wells. We will reach 50 thousand barrels before the first half of the year, but the target is 100 thousand barrels per day by the end of 2024."

"In the first stage, 2 billion cubic meters of Turkmen gas can be brought to Turkey"

Regarding the gas center to be established in Turkey, Minister Bayraktar said, "In the first stage, we are working on the gas trading platform with Gazprom in Istanbul Financial Center. We think we can put the platform into operation in a short time." said.

Pointing out that they also carried out a physical study in Thrace, where the warehouse and lines are connected to each other, Bayraktar emphasized that Turkey's connection capacity with Bulgaria and Greece should be increased in this context.

Regarding the memorandum of understanding signed between Turkey and Turkmenistan in the field of natural gas last week, Bayraktar said, "At this stage, we see that the conditions have matured very much, especially on the Turkmen side. We have always been interested in this issue. It is for us to see their current wishes on this issue and confirm this through an agreement." It was important." made his assessment.

Stating that there are three alternatives regarding the arrival of Turkmen gas, Bayraktar said:

"One of these alternatives is for Turkmen gas to come to Turkey via Iran via swap. Another is for Turkmen gas to come to Turkey via swap via Iran and Azerbaijan, and another is for Turkmen gas to come to Turkey via swap, which is essentially longer-lasting, more sustainable and with larger capacity." "Coming to Turkey with a pipeline passing through the Caspian. These are all on the table, these are all the issues we are talking about. Of course, for some, much more time and different conditions are needed. Especially for a pipeline crossing the Caspian."

Bayraktar noted that they could bring up to 2 billion cubic meters of Turkmen gas to Turkey in the first stage and said, "We are currently continuing these negotiations (with the Turkmen side). We do not have any problems with the line. The Azerbaijani side is ready. We have an agreement with them on this issue, but if we consider other alternatives, we will contact the Iranian side." "We need to reach an agreement on this issue." said.
