Pakistan has long provided military support to Saudi Arabia, including training and advisory deployments, while Riyadh has repeatedly stepped in to support Islamabad financially during periods of economic stress.

Both countries also signed a separate bilateral defense agreement in Sept. last year. Islamabad deployed 8,000 troops, a squadron of fighter jets and an air defense system to Saudi Arabia under the pact, ramping up military cooperation with Riyadh, Reuters reported in May.

Pakistan’s 5th Army Chief, General Abdul Waheed Kakar, passed away today in Rawalpindi. A professional soldier and statesman, he is best known for the Kakar Formula and his role in developing Pakistan’s missile programme.

The Kakar Formula

During the political turmoil of the 1990s, President Ghulam Ishaq Khan dismissed Nawaz Sharif’s government under Article 58(2)(B) on April 18, 1993. Although the Supreme Court restored Nawaz’s government, a bitter confrontation between the two leaders led to another dissolution of the assemblies.

General Kakar brokered an agreement among President Ghulam Ishaq Khan, Nawaz Sharif, and Mohtarma Benazir Bhutto to resolve the political deadlock. The Kakar Formula comprised five points:

▪️Resignation of Prime Minister Nawaz Sharif
▪️Dissolution of the assemblies
▪️Early elections
▪️Appointment of a neutral caretaker Prime Minister
▪️Resignation of President Ghulam Ishaq Khan

General Kakar and Pakistan’s Nuclear Programme

After resigning, Ghulam Ishaq Khan retired from active politics but trusted General Kakar with overseeing Pakistan’s nuclear weapons. Contrary to common perception, the Army assumed a primary role in the country’s nuclear programme during this period.

Pakistan faced mounting US pressure under the Pressler Amendment to roll back or freeze its nuclear programme or allow inspections of key nuclear facilities. During an official visit to the United States, General Kakar made it unequivocally clear that Pakistan would not accept such a deal.

Operationalising Nuclear Deterrence

Under General Kakar, Pakistan accelerated efforts to operationalise its nuclear deterrent through credible air- and land-based delivery systems.

Between 1983 and 1995, the National Development Complex (NDC) and Air Weapons Complex (AWC) conducted 24 cold tests in the Kirana Hills, testing different bomb designs. In May 1995, the Pakistan Atomic Energy Commission (PAEC) achieved the desired results after years of aerial-drop cold tests.

General Kakar directed Samar Mubarakmand to initiate research and development on an indigenous solid-fuel missile system. Pakistan had responded to India’s Prithvi missile tests with Hatf-I and Hatf-II, but both had limited range and payload capacity.

In 1994, the Project Management Organization (PMO) was established under Kakar’s direction. Its mandate included developing solid-fuel missile capabilities, absorbing technology transfers, and acquiring reverse-engineering and assembly expertise for M-11 (DF-11) and M-9 (DF-15) ballistic missiles. The NDC, AWC, and PMO were later integrated under NESCOM.

Pakistan’s Nuclear Diplomacy/Policy

General Kakar also laid the groundwork for a coherent nuclear policy by establishing a research cell within the Combat Development Directorate to study nuclear arms control and global and regional developments affecting Pakistan’s strategic interests. It later evolved into the Directorate of Arms Control and Disarmament Affairs (ACDA) under the Strategic Plans Division (SPD).

May his soul rest in eternal peace for his services to the nation. Ameen.
