I doubt they will be using ARM. It's not open source, and licensing it for arms is risky (pun very much intended). ÇAKIL used RISC-V, this is probably an evolution of our custom RISC-V implementation.
Will it be processed with mill water in Ankara? I think east of Antalya would be a good choice. There are places outside the earthquake zones, such as Mersin, Sinop and Tekirdağ, but Antalya comes to mind since nuclear power plants are being considered there. Water is not a problem.
Ankara cannot find water to drink, water is a problem in such a place.
Industrial water is not the same as drinking water though.
Also Ankara has more than 1,5 billion cubic meters of capacity with 38,5% filled rate. For comparison Istanbul has 886,7 million cubic meters with 49,5% filled rate. Ankara has nearly double capacity and reserve than Istanbul.
