The US does buy weapons from abroad but usually produces them under license, with modification and national subcomponents
Marine ACV / M27 LAR / LAV / L55 gun
But the reason it doesn't buy from other countries is that it doesn't need to as it's always got an alternative made in the US or buys in such large number that developing it makes more sense.
US and European procurement is different because political/geopolitical differences.
- The US uses its military as an active tool al the time making an investment useful + they want an edge above all other.
- Europeans are much more restrictive as only France and Britain are more inclined to using military force as an tool but they lack the money for developing everything and the others don't want to spend money for something that has no benefits for them.
- US: Military gives requirements-> the companies present their Offer(Prototype)-> Military decides for one company-> The final product from one Company-> TADA
-EU: Governments /Militaries give rough requirements-> a consortium of companies is formed-> infighting between companies and military needs-> compromise/termination-> The final product(expensive/to late/parade product)-> TADA
