is it normal to make a "downpayment" before technical discussions ? I thought all that was sorted out before you make a downpayment.

I simply don't believe that newspiece. LM didn't announce it for the stock exchange, neither did the US media. I think it's a mistranslation and this is not a done deal yet. Let's see.

I was thinking the same, but if companies usually announce these things, then I'd very much like to know why they haven't... I do expect foul play.
Not necessarily foul play, but at the least, specifics are not yet decided upon. That means longer delivery schedule, which I think is our biggest problem right now.

Okeyyyy. So, are they decreasing number of mod kits to shorten the delivery time? Is that it?
Doubt it, that wouldn't have such an effect.

Might be down to other priorities, to cut costs down to spend it elsewhere, like Eurofighters and Özgür-2.

Cutting down the cost aside, Air Force may also want to increase the F-16 numbers that we can customise and use our weapons as well. (With including remaining Block 50+s to Özgür 2 program, if it is possible)

I wonder if 40 new Vipers are still on table? We may want to buy additional Eurofighters instead.

40 Vipers and 40 EF2000s means 60 aircraft increase after F-4s are retired. That's nearly 25% increase in combat aircraft. Good enough for a stopgap.
