I think whoever is making the plans is overly optimistic. Turkey is developing its own fighter for the first time. Unmanned systems though impressive is different than the manned systems. Refining the Flight control laws themselves will take time with testing. And if there are Hardware design issues in P1, then you rectify them in P2 and start refining the laws again. And then having to qualify the radars, test and prove weapon integration first, fuel tanks have to be certified separately etc.
Any decent R&D even with best funding and management for a new project in my opinion will take 6-10 years. First flight run in 2023, induction in 2025 seems really unlikely.
