It (the USSR) wanted the new, artificial state (made only to split up the romanian people as much as possible, to weaken them, just as what was done with the germans) called Republic of Moldova (populated mostly by romanians, a people consistent in resisting the constant, historical russian and later soviet aggression and imperialism, and thus disloyal and worthy of suspicion) to be as weak and unstable as possible, in case of future instability in the USSR and union attempts between Rep of Moldova and Romania; So it took the most valuable bits, the black sea ones, and gave them to Soviet Ukraine. A small, strategically valuable point in the north was also given to Ukraine.
For this same reason it glued a small part of Transnistria, namely a small strip across the Dniester river (which used to be ethnically romanian but became russified/ukrainized as result of colonization and assimilation policies). This region (Transnistria) to the new Moldovan Republic would serve as a ‘’guardian’’ of the USSR, assuring that Republic of Moldova never dares to unite with Romania. This is exactly what happened when the USSR crashed. The slavic transnistrians got scared that Republic of Moldova would unite with Romania so they started a war, attacking the rest of Republic of Moldova. Soon enough, Russia invaded Moldova as well.
The region was also used, in the past, to russify the romanian population of Republic of Moldova, most of the industry being placed there, in Transnistria (the most russified area of the new republic, and far far away from Romania).

And Moldova has applied for membership as I can see in previous posts. So I am a bit curious because a landlocked country has a lot more difficulty growing/developing.
