You have to be bit skeptical as default. Chola is correct to be skeptical because I have also seen how things do not flow seamlessly enough still when it comes to India to put thought to action. Literally run the same A-Z process (that is taken for granted) I do here in Canada on something and when I (or others I know) attempt same A-Z in India, there is some early obstacle because something hasn't been laid or experienced enough in same way by people that matter....and some misunderstanding arises that you then need to waste time on (this puts off many people that do not understand India in first place).
Now it is better than when my dad tried same stuff in 1980s (couldn't get past even letter A), thats for sure....but it still nowhere near good enough for what India's size and potential.
India is still is in process of shedding cold war approach of insularity and govt overreach/control, when commerce runs counter to this. Commerce is the only way you pay the bills for further development of intellectual endeavour. India has much to do to get started this decade on letting information and action highway properly grow and sustain.
Check what is the total FDI, investment, credit flow India had in last 30 years compared to China....this matters a great deal, even if you are getting better at it and the brochures look nice.
Indian culture in general in history always has had great intellectual and philosophical frontiers realised, but balancing action and reality with it has been a big question mark to our great detriment. We must learn from this much more quicker than we have, as this is now an even more different brave new world.
