State Governor appointed to the quake zone admits that the actual numbers are 3-4 may be up to 5 times worse than that is already released. Whole cities and towns will have to be pulled down and rebuilt. He apologises from citizens for delayed reaction and late response of the state.

A good constructed house / flat will survive even strong quakes unless of course it has the bad luck to be right on the fault line that rips open.

There are 30m wide rips due in some areas, no matter how strong the building is there no any building will survive

Is it really luck or is it lack of city planning?

Both,

Either you do not build in earthquake area at all which is difficult since all of Turkiye is almost earthquake zone. But you can never predict where the earth will rip apart, that part is just luck

A Damage Assessment Commission was created within the Provincial Environment Urbanization and Climate Change Office of Diyarbakir.
It employs three hundred personnel and they were - obviously - hastily rushed to the field, equipped with nothing but hammers to assess the damage on the buildings.
And here are some of the end results.

This building is given clean bill of health, reported as “undamaged” despite the fact that the code considers paint and plaster fall as ”lightly damaged”. It must also be mentioned that the building structure also suffered some cracks all along the columns and facade.

And this, of all the stores, a glassware store, did not have even a single glassware broken down let alone any plaster cracks. And it was reported as “lightly damaged”

The good news is that they can challenge the assessment reports once they are publicly reported by the said commission

Earthquake hits Hatay - Antakya - Defne tonight, in pairs if 6.4 - 5.8.

Several buildings including AFAD's transfer center in one of the towns has collapsed.

Casualty is 3, injured 231 so far.

40+ buildings are reported to be collapsed.

Turkiye should be prepared for more aftershocks to come in the area. Lot of experts are saying the tectonics are still not fully settled in the area.

Yeah, we should be prepared for anything as long as the after shocks continue, the double earthquake from the start was already an indication of unstable the region is.
Many experts said this phenomenon itself is very rare.
