The issue is that the military is now under civilian control. It can't act fast because every move must be approved by the government. This is all to ensure that another coup doesn't happen. Syria's startegic heights, and fresh water reserves, will forever be annexed by Israel
Israel's main goal was to completely occupy Damascus and establish a connection with the PKK via Deir ez-Zor, thus directing the wave of migration back to Turkey and gradually occupying all of Syria and planning to start a civil war in Turkey.
However, due to Turkey's rapid move and timely operation, they could not take Damascus, they were only able to occupy the Golan Heights at the moment.
Despite all of Israel's provocations, the current government of Syria is acting according to international law and legally seeking to remove the Israeli army from this region, which I believe is the right thing to do.
When a new war breaks out, Turkey will have to intervene in the situation, which will lead to the start of World War III and the necessity of using nuclear weapons.

Unfortunately, I can say you are wrong, only if you manage to institutionalize those relations can you truly make anything long term. Anything other than that, is short term, and short term is 20 years or so.Israel is actully damaging US foreign relations and actully secretly setting back the US interests decades and handing over allies to the other camp Russo-Sino indirectly. They are damaging western interests at this point and acting as 5th element against western interests and basically becoming a burden to them.
The US will have to eventually come to terms with that Israel is thorn in US interests especially as the US and EU have mended ties with Syria and Syria also want to be in the western camp. The US will have to eventually cut their losses short on Israel and sacrificing them to their fate if they do not change course.
They will have to exist the buffer zone or otherwise face military action and an all out war there is nothing in between really. Syria has accepted to honor the 1974 agreement if Israel refuses Syria reserves the right to attack and militarily bring the fight to Israel.

You need proper state institutions and education and doctrins to truly manifest a long lasting policy.
Keep in mind that Natenyahu will visit Trump soon and will 100% try to force the US troops to remain in Syria since this will keep the PKK alive and in return aid in providing legitimacy for the annexed Syrian lands by Israel. I wont go and say how important and strategic the lands that Israel annexed from Syria are but I will tell you that it will be the bridgehead for annexing more lands in line with the greater Israel project
