Looks like the long term aim is to capture territory north of the M4 highway (including parts of Latakia).
There would be no need to expand further south, instead the focus could shift to reinforce controlled areas/cutdown on extremism. If Turkey is able to provide security and it continues to rebuild society e.g. through permanent infrastrucutre rather than refugee camps, then some Syrian citizens may decide to return.
The Northern parts of Latakia could provide re-located citizens with access to the sea - without the need to move goods through Hatay.
However, I have no knowledge on the current dynamics in Northern Syria.
For example, is Tall Rif'at an SDF stronghold? What's the reason behind the SNA or SAA not capturing Tall Rif'at?
