Looking at the Strategic Plan of PT PAL
21 July 2018
The 2018 National Technology Congress (KTN 2018) was held on July 17-19 2018 in the BPPT Jakarta Building Hall. This year, KTN focuses on Material Technology, Disaster Technology and Defense and Security Technology.
Especially for defense and security technology material, the 2018 National Conference of Defense and Security presented the theme "Encouraging National Independence through Mastery of Defense Industry Technology". Of course this theme attracted attention because a number of domestic defense industries were also the speakers.
The market leaders of the national defense industry, namely PT PAL, PT Dirgantara Indonesia, PT Pindad and PT LEN were also speakers, and it was the Directors themselves who delivered presentations.
One of the interesting materials was the presentation of PT PAL, because it contained the company's strategic plan after receiving the State Investment (PMN) fund of Rp. 1,500 billion (Rp. 1.5 trillion).
Submarine Facility
The PT PAL submarine production facility is the most recent facility owned by this company, the procurement of equipment was carried out with the assistance of South Korea to implement the Transfer of Technology (ToT) agreement in the purchase contract for three submarines of the DSME 1400 class (Nagapasa class) or the Korean version of the submarine. Type 209.
Although new, PAL is targeting to be able to produce its own submarines to fulfill Indonesian Navy orders. The first phase of work carried out here is the "joint section production" of the third submarine of the DSME 1400, namely KRI 405 Alugoro.
Regarding the plan of the Indonesian Navy to have 8 submarines by 2024, the shortage of three submarines can all be produced at PT PAL from the DSME 1400 series. The 4th submarine will still be carried out in joint production with DSME, because the torpedo alignment machine equipment is not yet owned so that out of a total of 6 modules, 1 module will be worked on in Korea.
PAL targets the PMN application of Rp 1.29 trillion to be disbursed immediately so that the 5th and 6th submarines can be fully worked on domestically. Likewise the submarine MRO can also be carried out in PAL. In the future PAL is ready to serve TNI orders to continue procuring submarines up to the ideal target of 12 units, and also export submarines to other countries.
Surface Combatant Facility
Currently this production facility is working on the PKR-105 (Sigma 10514) frigate and the KCR-60M fast missile boat ordered by the Indonesian Navy.
Until 2024, the Indonesian Navy needs a new frigate to replace 6 Van Speijk class ships and 24 fast missile boats which will be supplied of 2 types, namely KCR-60 (done by PAL) and KCR-40 (done at another shipyard).
For the PKR frigate, so far only 2 units have been realized which are carried out in joint production with the Dutch Damen Schelde. PAL stated its readiness to build the 3rd and 4th frigates of the PKR-105 type which will be fully built in Surabaya. For the 5th and 6th frigates where the Indonesian Navy wants to upgrade the class of ships to destroyers, PAL is also ready to carry out joint production with selected partners.
Multirole Ship Facility
The multirole ship production facility began with the production of 2 122m LPD (Landing Platform Dock) vessels as a result of the ToT agreement in the Makassar class 4 LPD procurement contract with South Korea.
It didn't stop there, PAL then got an order for 2 SSV ships based on the Makassar class and an additional 2 LPD orders from the Indonesian Navy. PAL continued the development of this type of vessel from 122m to 143m in length and then designed the 163m length as an MRSS vessel submission for tender for the Malaysian Navy (TLDM).
For this experience, PAL proposed a 244m long Landing Helicopter Dock / Landing Platform Helicopter (LHD / LPH) ship design to complement the Indonesian Navy's fleet. The design of this ship is even bigger than the neighboring ships belonging to the neighboring Canberra class-Australia, HTMS Chakri Naruebet-Thailand and Endurance 170-Singapore, also bigger than the French-class Mistral.
LPH / LHD is a ship used for amphibious landings, where the ship can carry 2 battalions of troops, 1 squadron of helicopters, 1 battalion of armored vehicles and other combat equipment. In times of peace, this ship can be used on humanitarian missions to help areas affected by natural disasters
A series of programs from PAL's strategic plan is part of the company's desire to increase the utilization of PT PAL's production facilities. The increase in utilization will bring the shipyard to reach economies of scale so that the company's profit will increase.
The mastery of defense industry technology carried out by PAL Indonesia can really encourage the independence of the nation, so that Indonesia will be able to produce its own defense equipment to protect this beloved country.

With the obstacles that have occurred, it seems that the submarine construction has been delayed by 5-10 years
