EASA certification with the LHTEC CTS-800 engine is expected to be completed this month. How about TEI TS-1400 engine?

Easa certification is not possible,because you have to apply on design phase,we did not it.

he says it's been certified by a Turkish institution. Not a word of EASA or foreign certification uttered by him.

Does the General Directorate of Civil Aviation have the authority to issue EASA certifications?

We don't really know the details, type certification is different than the engine certification. TS1400 have been going its own certification process for the last 2 or so years. These are long arduous processes.

Probably EASA will see the SHGM certification and ratify it

Apparently Turkiye uses SHGM certification. These certificates are issued under ICAO (International Civil Aviation Organization).
Attached file has the list of ICAO countries that will accept these certificates:


It may not be an EASA certificate. But it is still valid according to above info.

Unlike passenger planes helicopters mostly serve inside the jurisdiction of a single country and don't travel from country to country so it is easier for a foreign user to accept Gökbey by just trusting the engineering quality of Turkish aerospace products and the flight hours under their belt.

ICAO is worldwide. EASA applies to European Union only. EASA is stricter.
ICAO is non regulatory. It provides standards. EASA is regulatory . It makes ICAO standards legal. SHGM is our EASA.

Below listed countries have bilateral agreement with Turkiye to accept SHGM certificates.

Isn't Tusaş an EASA certified design and manufacturing center?
You have to apply within the begiining of design which we did not,a man who is expert of certification said months ago.There is a project mismanegement of this case,howerver we learned something on each project.

Presidential Defence Industries (SSB) Chairman Haluk Görgün stated that orders have been received for the GÖKBEY helicopter, which received type approval today, and said, "We will deliver the first helicopter to our Ministry of Health in July. We will deliver the second helicopter towards the end of the year, and the third helicopter in mid-2027. These helicopters will be delivered sequentially every six months."​

Minister of Transport and Infrastructure Abdulkadir Uraloğlu presented the Airworthiness Certificate for the Aircraft, Engine or Propeller Design and Performance of the GÖKBEY Helicopter to Mayor Görgün at a ceremony held at the Ministry of Transport and Infrastructure.
In his speech, President Görgün stated that they were witnessing a significant milestone in the development of Turkish engineering, technology, and platforms, adding that the Turkish defense industry, with its current localization rate and developed business models, has become a sector admired worldwide not only for its systems and subsystems, but also for its platforms and their design, production, and management processes.
Görgün recalled that GÖKBEY was initiated at the Presidency of Defense Industries (SSB) as a project to design and manufacture a unique general-purpose, 6-ton class helicopter in Türkiye, adding that its name at the time was "Original General Purpose Helicopter Project".
Görgün explained that this helicopter, now named "GÖKBEY" by President Recep Tayyip Erdoğan at a ceremony held at the presidential complex, was developed for both military and civilian use.
AS OF TODAY, OUR COMPANY HAS RECEIVED ORDERS FOR 75 HELICOPTERS.
Görgün pointed out that GÖKBEY is a capable helicopter with a capacity of 2 plus 10 people, a range of approximately 750 kilometers, and the ability to stay airborne for 3.8 hours, adding that every step in the testing and certification processes was carried out meticulously and with all details worked on in coordination.
Görgün stated today that it was very valuable that they were hosted by the Minister of Transport and Infrastructure, Abdulkadir Uraloğlu, and expressed that the Minister provided great support for every issue that could be integrated between the defense industry and the civilian sector.
Görgün emphasized that this is one of the most important areas where they can transfer the experience they have gained in the defense industry to the civilian sector, in every field from smart transportation to signaling projects, and noted the following:
"In the last 24 years, especially with the strong will demonstrated by our President, these platforms stand out when compared to their competitors worldwide in their field. Today, we have started the mass production of our helicopter, which has received type certification approval. We have placed orders with our company, and as of today, our company has received orders for 75 helicopters and has started production. In fact, we recently delivered 5 helicopters to the Gendarmerie General Command. The first helicopter we will deliver in terms of civil aviation will be to our Ministry of Health. Our Ministry of Health has chosen this domestically produced, national product that can be used in the general purpose field. We will deliver the first helicopter to the Ministry of Health in July, the second helicopter towards the end of the year, and the third helicopter in mid-2027. These helicopters will be delivered sequentially every six months."

THE GOAL IS TO OBTAIN CERTIFICATION WITH A DOMESTICALLY PRODUCED ENGINE.
TUSAŞ General Manager Mehmet Demiroğlu also pointed out the importance of GÖKBEY receiving its civilian certification, and made the following assessment:
"This is essentially the result of years of training, sleepless nights, patient testing, design, production, and patient discussions, including those sometimes tense moments in certification panels. It's not just TUSAŞ's, not just the SHGM's, but also the entire ecosystem of our country, the aviation ecosystem, the Presidency of Defence Industries, and all relevant units that have contributed to this process. We cannot be proud enough, we cannot be happy enough. Hopefully, the next step will be to obtain the certification for our GÖKBEY with our own domestically produced engine, the TS1400."

THE PROCESS WAS CONDUCTED DIGITALLY.
The Director General of Civil Aviation (SHGM), Prof. Dr. Kemal Yüksek, stated that the GÖKBEY Project was carried out and completed through the certification module developed by SHGM.
Highlighting that all compliance documents, test results, and technical evaluations are managed digitally thanks to this module, Yüksek stated the following:
"The entire process has been made traceable from start to finish using evidence. All authority decisions have been systematically and transparently recorded. In this respect , GÖKBEY is not only an aircraft certification, but also the first project in Turkey to acquire end-to-end digital certification capability. For the first time in our country, a type certificate in the rotary-wing category was granted to the GÖKBEY helicopter. With this development, our country has joined the ranks of a few countries that can design and certify civil helicopters . At the same time, it has taken its place among the limited number of countries that can manage certification processes entirely in a digital environment. As a result, the GÖKBEY type certification is not only a project success, but also a strategic milestone demonstrating the level of engineering, certification, and institutional capacity our country has reached in aviation."
