How does China explain the drop on Uyghurs birth rate?

The data is for Xin Jiang population that is comprised of Uigyur and Han. Actually we will not know the actual figure of Uiguyur data, the drop for Uigyur could be much deep than that number since it is Ugyur that has high birth rate normally while Han is only allowed to have 2 children, Han birth rate number could be possibly more stable since many parents would like to have at least 2 kids normally.
