Changing society takes time, at least 2 generations we are speaking here.
Better to start with funding universities better and follow, attract them into some matters of arms industry, scientists tend to be less corrupted and it is easier to detect if a researcher becomes inexpicably rich
For 🇮🇩 it takes 20 years at best, that still assuming the change start today (which isn't the case), so I give 30 years at best.

But yes, you are correct it is that missile under development. I hope for joint projects with Indonesian firms in rocket based systems in the future.

And replace most of gun based system our Army had
I'm all for replacing most of our 'simbah' with more advanced solutions for AA defence. We can then modify the surplus 57 mm guns to fit them inside a turret, and fit them in various 6x6, 8x8 or tracked platforms to be used in infantry fire support role - one can dream about it, at least.

But I have no idea whether our top Army brass and the MoD have already thinking something similar to that, or whether we'll still have see those antiques with 'darto' guidance being fielded in numbers in decades ahead.

I had qualm against Erieye as Pakistan is one of the operator
