Its seem they had a change of business practice. The question is how fast Boeing could deliver those jets to their customer regardless of procurement scheme

The Navy awarded Boeing Co. a $4 billion multi-year contract modification to build 78 F/A-18E/F Super Hornet fighters.

They are tasked to build 78 units Super Hornet in March 2019 and the estimated time to complete the projects including delivery is in April 2024. That's around five years only to build such number. And with regard to their capacity, i believe it will be more than that as Boeing actually mulling to close several of their facilities earlier and had reduced their workload to save operational costs.
