We are, and doing so by direct commercial sales contract directly with Lockheed Martin for five units in early 2019 or late 2018 i am forget the date excactly, it was signed during Ryacudu visit toward Lockheed Martin production facilities. But notice to proceed the contract is not in effect until recently when they put the budget in mid 2020 and proceed into direct appointment jobs in 2021 financial budget.

Defence sector is considered "Essential" in any country. And I'm guessing by 25 January it will be extended for another 2 weeks. And afterward get another extension for another 2 weeks. Just like Brexit negotiation talk (one extension followed by another)

From what i know, you can't do major signing contract without the person in charge presence in flesh or at least their major representative. No you can't do only by using teleconference. Thus so far many negotiation for major contract is delayed signicantly because of Covid19 since last year
