There're 2 reasons I can think of:
1. The usual case of kepala batu Marine higher-ups don't want to use the same equipment as the Army.
2. Some said Caesar is more expensive and lacks of budget forced Marine to buy less expensive alternative.

Dunno how Caesar is more expensive even though it have better economic of scale
well, if EVA going to be next marine SPH, surely their "kepala batu" already gone. since the first time marine insist, the SPH operators should be protected in cabin/turret, like zuzana.

this one have shorter barrel length compared to EVA TMG and Zusana 2, 45 cal vs 52 cal.

i guess stick with the 52 cal barrel option since caesar have the same barrel length, assuming it could actually use the same munition and propellant (compatibility reason).

morana is probably the most hideous and humongous looking SPH yet from excalibur army, not really in favor of it.
Its trade for ammo rounds, 40 ready + 5 in Morana vs 12 ready + 12 in EVA.
Eva 6x6 chasis could be carried by c130

Can Hisar A, O & U use the same launcher platform so they only need to change the missile pods?

What's the max range of Hisar O & U? Looking at the Wikipedia, the answers varies depending on the sources.

What's Siper actually? Another name for Hisar U variant with different spec than regular Hisar U or what?

Does Turkey planned for anti-ballistic missile variant of Hisar like Aster missile family in the future?

Hisar ;
A, IIR seeker short range - low altitude SAM
O, IIR or RF seeker mid-range - medium altitude SAM / point defense missile / naval point defense missile
U, RF seeker long range - medium altitude SAM

Siper:
Block I, RF seeker long range - high altitude SAM
Block II, Dual band RF seeker long range - high altitude SAM with limited ABM
Block III, Dual band RF and IIR dual mode seeker ABM

Most confusing part; Hisar - U has migrated to Siper family (thus into Siper battery) and shifted original Siper blocks by +1. Now, Siper block I refers to Hisar - U and block II refers to original first member of Siper family, block I.

Siper block I a.k.a. Hisar-U can be used from common launcher with Hisar-A/O and same battery formation but missile now has longer range than expected to Hisar battery with current formation is not enough for it.

Ranges are the grey areas, Hisar - O IIR has 30+ km range (some says up to 35), Hisar-RF is more than 50 km.
Hisar - U / now Siper block I is more than 100 km.
Siper block 1 / now Siper block II is unknown but expected to be 150km.

If Marine requirement for armored cabin is true, there's 6x6 Caesar New Generation variant with armored cabin & fully automatic reloading system, same as Eva. This variant was ordered by Belgian army.

if they satisfied by the current caesar, caesar NG would be a good choice....
but if they wanted something more, such as more ammo storage, capabilities and ext, the Morana can do a direct fire, also the gun, ammo and stuff are more protected since it basically a turret, less trouble when finding or adjusting the cannon for a good firing position...
