I hope necessary steps will be done and an American company can be acquired. NuScale Power seems a valuation between around 5-6B $.

It will be definitely hard to acquire such a company but since there are a lot of companies like this, Baykar can have possibility to acquire one of them. NuScale has already some contracts. It means that it can be a good investment in addition to know-how transfer.

Finally a little bit of movement on this front. But as usual this can go two ways. Few more MoUs before everyone forgets about it in 10 years, or some solid results.
I listened to Carney as he was talking about improving relations with other countries and he said very positive things about Türkiye and mentioned specifically cooperation in nuclear energy. With Trump in power, Canada is desperately seeking to diversify their trade and defence cooperations, so I don't think they did it just for the sake of it. We should exploit this opportunity.

Yes CANDU (PHWR) provides neutron flux for thorium 232 ---> U-233...i.e the breeding.

Basically the heavy water is very transparent to neutrons so the efficiency (of neutron capture by another fissile material) is excellent in PHWR. The Uranium need not be enriched as result, natural uranium can be used.

But you then need to develop a way to use that U-233 in separate reaction...i.e the whole point of introducing thorium (compared to the U-235 within the natural uranium fuel that is proven cycle).

Only India is researching and building test reactors (KAMINI) that run on U-233 (from CANDU PHWR designs) as far as I am aware.

There is molten salt reactor for thorium cycles that other countries are investigating too, but those are not CANDU PHWR derived.
