Pompeo warns Turkey that Huawei threatens US military presence

Turkey’s growing reliance on Huawei and other Chinese companies could complicate U.S. military cooperation with the major NATO ally, according to Mike Pompeo.

“They make it more difficult,” the Secretary of State told the Washington Examiner. “The fact that you have a significant amount of data in Turkey now, in the hands of the Chinese Communist Party, means that we have to be ever more careful.”

Huawei and ZTE have emerged as telecommunications heavyweights in Turkey in recent years, even as Pompeo has warned other NATO allies that such partnerships could force American troops to withdraw rather than risk exposure to companies linked to Beijing’s spy agencies.

Their expansion in Turkey has added a cybersecurity irritant to military ties strained already by Turkish President Recep Tayyip Erdogan’s foreign policy disputes with Washington.

“We have to make sure that our networks are secure — that is, our defense networks, our security networks,” Pompeo said. “It’s not only military and security networks that will be impacted by increasing activity inside of Turkey or any other country from Chinese networks. We're gonna make sure and protect American data.”

President Trump's administration already has expelled Turkey from the F-35 stealth fighter jet program, citing Erdogan's insistence on purchasing advanced Russian anti-aircraft missile systems. Pompeo's warning about the telecommunications companies comes just weeks after Wisconsin Sen. Ron Johnson’s, the top Republican on the Foreign Relations subcommittee for Europe, revealed that U.S. strategists are preparing for a potential removal of American forces from Turkey’s Incirlik Air Force base. “The path that Erdogan is on is not good,” Johnson said. “Our presence, quite honestly, in Turkey, is certainly threatened.”

China’s telecommunications companies represent just one aspect of Turkey’s increasing economic entanglements with Beijing, which seeks to run the communist power’s vaunted Belt and Road Initiative through Ankara.

“China has invested $3 billion in Turkey between 2016 and 2019 and intends to double that by the end of next year,” Stanford University’s Ayca Alemdaroglu and the University of Chicago's Sultan Tepe observed in a recent Foreign Policy magazine analysis. “And the cash keeps coming: This year, China’s Export and Credit Insurance Corp. committed up to $5 billion for Turkey’s Wealth Fund, to be used for BRI projects. The fund’s limited transparency and accountability raise further concerns about where the money is going and Turkey’s ability to repay.”

Pompeo, who has described the Belt and Road Initiative as “a treasury-run empire-build” that allows the Chinese Communist Party to use “predatory” lending as a way to gain political influence at strategic junctures, expressed similar misgivings about Turkey’s deals.

“There's a real cost, not an upfront cost, but a real cost to accepting these resources from the Chinese Communist Party,” Pompeo said. “And the people in those countries will be worse off as a result … That applies not only to Southeast Asia and to Turkey, but it's true here in the United States as well.”

Pompeo, who acknowledged the need to "get the American house in order” as well, emphasized that China is trying “to create hegemony through using these state-owned enterprises” to gain assets in foreign countries.

Turkey has reached the point where it can stand on its own feet for 5G technologies. In addition, Turkey is already cooperating with Huawei. But they are not dominant partners.

Another reminder. Mike Pompeo had threatened Turkey for Huawei.

BTW, can you explain differences between ROIC and FPA ? Why ROICs have better resolution?
ROIC is a circuit, FPA is the sensor. Think about it as a motherboard CPU.

Turkish EOTS will use 1280*720/1024 MWIR and LWIR and maybe SWIR too. 1024*768 is already offered as a product. DAS is problematic as using 6x 1280*720/1024 with MWIR and LWIR sensors will create a huge amount of data to be processed. We will see. Aselsan is working on some really advanced shit. There are at least 4-5 years till the first flight of TF-X happens.

Turkiye has its own 5G project and it's well on track. We don't need Huawei or the US but we can cooperate on some areas that won't give those players any leverage on our own project.

I am not talking about funding project or tech. Scenario where US or EU funds/buys ULAK systems to replace Chinese systems in like eastern EU countries.

Won't happen. The US will offer its own systems but some countries might select the Turkish Ulak system. The US won't oppose it directly but will do everything in its power to undermine the deals similar to Turkish defense industry deals. When a Turkish defense company official holds a meeting with a customer country after the meeting the US ambassador in that country intervenes with the process and tries to influence the customer country not to choose the Turkish product.

I'm not sure going for Chinese spyware just to spite the US is a good choice but what do I know...

Ismail Demir announced that they want to keep control of all kinds of areas, from software to hardware, when it was mentioned to cooperate with Huawei for 5g technologies. According to him, no foreign company should take a dominant position in this issue

They are eagerly pushing countries to replace Chinese systems yet they can't offer the same price/quality products. US doesn't offer alternative to Chinese systems yet. Current alternative is EU companies. Even if they don't want, I believe there is some chance if US, EU fail to offer alternatives. ULAK is going to be one of the best available solution. Especially for eastern EU countries

We delivered the Next-Generation Combat Electronic Attack System SANCAK to the Turkish Armed Forces, which will provide a significant advantage in the field by neutralizing strategic communication systems.

Any info on what are the main differences between this and the other systems such as Redet, Koral,etc... ?

We need to develop sea-deployed electronic attack systems as soon as possible. We still use imported systems.

I keep dreaming that the EW TSK has is capable of frying the electronics of Russian jets. Would be nice if my dream was true. Would make establishing No flight zone easier.

One example, SMART-S MK2 said to be one of the best radar in its class and also when it comes to jamming resistance. Dutch Navy which does planning based on Russia uses SMART-S despite they can buy far advanced systems. Russian systems are far behind in this field. SMART-S is a radar Turkey knows very well. Aselsan developed and manufactures T/R modules for SMART-S Mk2. Also we built more than 90% of our SMART-S under license. Aselsan's capabilities at this point is very good. Cenk radar should be even better than Mk2. Aselsan infrastructure, capabilities allows for very capable systems. Most known operational example for EW systems is Koral.

With ground based sensors and radar network. Along with bulut altı, low altitude VTOL, catapult launched UAVs like Baykar DIHA that can quickly deployed and used even by small formations like squads. UAV footage should be able to be directly transmitted to vehicles provide real time intel to personnel on the field. We should have a specialized role/vehicle that can launch, operate VTOL UAVs.

Hard-kill solutions at least for the vehicles doing patrol at point zero. This combined with improved training. ATGM threat can be lowered greatly.
